With 25 years of history, IMRO Rwanda focuses on various initiatives such as Sexual and Reproductive Health and Rights (SRHR), Poverty Alleviation, Gender Equality, Nutrition, Gender-Based Violence, HIV, Education, Environment, Peace Building, Health Promotion, Advocacy, and Networking. IMRO Rwanda has been a pioneer in SRHR, conducting impactful interventions, training media professionals, empowering SRHR Civil Society Organizations (CSOs), and breaking barriers on safe abortion. Activity Background
Through our commitment towards advancing Sexual Reproductive Health and Rights and in partnership with AmplifyChange we launched an eighteen-month project named: Enabling Environment for Accessing SRHR Services and Information Among Adolescents in Rwanda.
The project was designed to expand access to SRHR information and services for adolescents and young people, particularly girls, in Rwanda. The initiative aimed to address challenges related to social norms, stigma, and limited access to affordable menstrual products. It focused on increasing awareness and education, improving access to menstrual products, reducing stigma, and driving policy change. By promoting open discussions, reducing school absenteeism, and advocating for systemic changes, the project sought to enhance SRHR outcomes for girls and women in Rwanda.
With project implementation coming to an end, IMRO Rwanda seeks to conduct a comprehensive Monitoring and Evaluation (M&E) process. This will assess the project's effectiveness, efficiency, and impact while identifying key achievements, challenges, and lessons learned. The evaluation will provide evidence-based insights to enhance future programming and ensure the sustainability of project outcomes.
Overall Objective of the Assignment
The primary objective of this consultancy is to assess the effectiveness, efficiency, and impact of the Opportunity Grant project. The evaluation will provide evidence-based insights to strengthen project implementation, enhance decision-making, and ensure sustainability. The findings will inform strategic improvements to maximize the project's benefits for the targeted communities.

Submission of Proposal:
Interested consultants should submit their proposals (Technical and Financial Proposal) in a properly sealed envelope bearing the name of the consultant or the name of the consultancy firm and ensure acknowledgement of receipt.
Other documents to submit are; a detailed CV, proof of past similar assignments, work plan schedule, and any other relevant documentation; prepared in English, to the Headquarters of the IMRO Rwanda KG 40 St-Gasabo- Kigali Katweli Building 2nd Floor not later than May 30th 2025, at 10:00 am Kigali local time and the opening will be at 3:00 PM at IMRO Rwanda conference room.
