Position overview

The Manager of Human Resources will play a central role in advancing RMS’s agenda, by ensuring its greatest asset – its people – are effectively supported. The Manager will combine a solid track record of HR leadership and experience, while fostering a collaborative and results-driven environment where people feel valued for their contributions. To do this, the HR Manager will work closely with senior leadership, managers, and staff across RMS to ensure HR is a responsive, strategic, and an enabling function that strengthens and supports its mission.

The successful candidate will plan, lead, direct, develop and coordinate the policies, activities, ensuring legal compliance and implementation of the organization mission and talent strategy. He/she will be responsible for talent attraction, acquisition, leadership development, succession planning, employee engagement and change management.

This role requires previous experience in HR and Administration management.

Duties and responsibilities

  • Lead and provide a clear direction for RMS’s HR function, ensuring alignment with the organizational priorities and strategy and ensuring that the HR function is a trusted partner at all levels of RMS.
  • Advise the executive management on people and organization matters. Plans, leads, develops, coordinates, and implements policies, processes, training initiatives and surveys to support the organization’s human resource compliance and strategy needs.
  • Strengthen staff engagement, wellbeing, and cohesion across RMS and support managers in fostering a positive work environment.
  • Anticipate and manage people-related risks with transparency and fairness, and uphold integrity, accountability and humanity in all people practices.
  • Oversee the administration of human resource programs including, but not limited to, compensation, benefits and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development
  • Conduct research and analysis of organizational trends including review of reports and metrics from the organization’s human resource information system (HRIS)/talent management system.
  • Monitor and maintain knowledge of trends, best practices, local employment laws and regulatory changes, new technologies in human resources and apply this knowledge to implement changes in policy, practices.
  • Coordinate and supervise activities of logistics unit.
  • Perform all other duties assigned by supervisor or by management team.

Required Skills/Abilities

  • Excellent communication, negotiation, and relationship-building skills, with a partnership-oriented approach
  • Excellent organizational skills and attention to detail
  • Excellent time management skills with a proven ability to meet deadlines
  • Strong analytical and problem-solving skills
  • Strong supervisory and leadership skills
  • Ability to adapt to the needs of the organization and employees
  • Thorough knowledge of employment – related laws and regulations
  • Proficient with Microsoft office suite or related software.
  • Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems
  • Fluent in English and Kinyarwanda (verbal and written)

Education and Experience

  • Master’s degree in human resource management; Business Administration; or related field. Professional HR qualification certificate is an added value.
  • At least 10 years of working experience in HR, 5 of which are at managerial level, is required.
