Horizon Logistics Ltd, a government-owned logistics company incorporated in 2010 and headquartered in Kigali, Rwanda, specializing in Clearing & Forwarding, Transportation, and General Trading, is seeking to recruit highly experienced and competent professionals to strengthen its operations, support strategic growth, and enhance organizational effectiveness in the following areas:

Human Resource Officer in charge of Performance & Development (1)

Key Responsibilities

• Coordinate performance management and appraisals.
• Guide supervisors and employees on KPIs and objectives.
• Analyze performance and training data for decision-making.
• Conduct training needs assessments and develop capacity plans.
• Maintain competency matrix and support career development.
• Promote performance culture and ensure HR policy compliance.

Job Requirements

• Knowledge of performance management and training systems.
• Analytical and advisory skills.
• Good understanding of labour laws.

Required Qualification & Professional Experience

• Bachelor’s degree in Human Resource Management.
• 3 years plus of relevant professional experience.

Work Hours: 8

Experience in Months: 36

Level of Education: bachelor degree
