BACKGROUND
LuxDev is the agency responsible for the implementation of the bilateral development cooperation between the government of Luxembourg and the government of Rwanda. We are actively engaged in sustainable finance, technical and vocational education and training (TVET), and the sustainable development of the private sector, with a particular focus on agriculture, forestry, energy, and services. Operating through close operational partnerships, we provide financial and technical support to Rwandan institutions to empower them to deliver on their respective mandates.
With a current active portfolio of over 85 million EUR, and a team of 50+ employees, LuxDev Rwanda is seeking a dedicated monitoring, evaluation and learning (MEL) officer to ensure the impact of our cooperation is accurately measured, understood, and continuously improved. This permanent, full-time position goes beyond routine compliance; it is an opportunity to empower project teams and national partners by translating complex data into meaningful insights and actionable project adaptations. Reporting to the programme officer, you will provide transversal technical support to projects currently under implementation, focusing on anchoring robust framework methodologies, facilitating internal and external evaluations, and ensuring that our external messaging honestly reflects our progress on the ground.

This position is a full-time position, based in Kigali. It requires occasional travels countryside.
POSITION ON ORGANISATIONAL CHART
Reports to the Program Officer
JOB PURPOSE
The Monitoring, Evaluation and Learning (MEL) Officer ensures the quality, reliability and effective use of MEL plans and activities across the LuxDev Rwanda project portfolio. This position provides transversal technical support to projects that are already under implementation, strengthens data quality and accountability, supports evaluations, and promotes learning and continuous improvement in line with LuxDev standards and requirements.
KEY RESPONSIBILITIES
- Provide comprehensive technical support throughout the project cycle, from inception planning to the coordination of annual progress reports.
- Design and execute baseline and end-line surveys in close collaboration with local stakeholders and project beneficiaries.
- Conduct annual indicator audits to guarantee the quality, consistency, and reliability of results frameworks, targets, and verification sources.
- Maintain accurate project records within the LuxDev enterprise resource planning system and champion rigorous data quality assurance.
- Coordinate planned mid-term and final evaluations, encompassing the drafting of terms of reference and the critical review of evaluation deliverables.
- Assess the existing capacity of our operational partners and implement targeted training measures to ensure the progressive transfer of technical competencies.
- Support partners in producing timely, results-oriented reports for both internal stakeholders and relevant bilateral donors.
- Develop compelling data visualisations, dashboards, and maps to communicate complex findings and actionable insights effectively.
- Supply accurate indicators to communications teams to ground public messaging in verifiable facts, building credibility even when project results are only partial.
- Drive the operational learning agenda by facilitating knowledge-sharing activities, drafting capitalisation notes, and ensuring lessons learned actively influence strategic decision-making.
- Develop and coordinate Geographic Information Systems (GIS) in the projects teams.
CANDIDATE PROFILE
- Master's degree in social sciences, statistics, economics, public policy, or a highly relevant equivalent field.
- Proven professional experience in monitoring, evaluation, and learning within an international development or cooperation context.
- Advanced working knowledge of results-based management, logical frameworks, database management, and statistical analysis tools.
- Demonstrated analytical rigour and critical thinking, with the capacity to independently interpret data and identify correlations that inform operational changes.
- Demonstrated capability to work independently while supporting multiple project teams simultaneously.
- C1 proficiency in both written and spoken English and Kinyarwanda. French is an asset.
- Desirable assets include five years of regional professional experience, familiarity with digital data management tools such as KoboToolbox or Power BI.
- Practical knowledge of geographic information systems (GIS) is a plus
