Notice for Acquisition of Hybrid Cloned Eucalyptus Plantlets (Goods) Tender at LuxDev

This notice of invitation is launched by and according to the procedures of LuxDev, Luxembourg agency for development and Cooperation, on behalf of project RWA/028 receiving financial support from the governments of Rwanda and of the Grand Duchy of Luxembourg.

3. Eligibility and evaluation criteria

1. Origin: No restriction
2. Eligibility: Economic operators satisfying the criteria included in the statement of good standing and in the ethics clauses of the general regulations.
3. Evaluation: The most economically advantageous tender on the basis of price will be granted the contract.
4. Variants: No variants will be considered

4. Location and timeframe

1. Location of the project: Rwanda
2. Terms and place of delivery: Delivery Duty Paid (DDP) up to 40 sites in Rutsiro and Rubavu Districts (20 specified sites and 20 to be determined)
3. Performance period of the contract: 9 (nine) months
4. Validity period of tenders:120 days from the time limit for receipt of tenders

11. Complementary or additional services

This contract does not include any complementary or additional acquisition of goods. In the event where complementary or additional acquisition of goods would be required (initially not included), its value will be limited to a maximum of 50% of the initial value of the contract. When several successive amendments are made, this limit applies to the value of each amendment.

12. Additional information

The bidder recognizes to the contracting authority the right to adapt the quantities to the available budget in the limit of plus or minus 20%. But in any case, the bidding shall refer to the nominal quantity of 1,000,000 items as listed in the technical specifications.
