Background
RMS Ltd is the national institution mandated to ensure quality and timely availability of all health commodities to the public through a cost-efficient, sustainable and effective supply chain. Effective inbound logistics covering quantification, procurement, vendor engagement, and importation, is central to achieving uninterrupted availability of health products.
The Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which the U.S Government 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives.
The Procurement and Quantification Specialist, in collaboration with GHSC-PSM, will provide expertise in ensuring that RMS Ltd optimizes procurement and quantification processes and strengthens resilience against supply disruptions. He/she will provide technical assistance for inbound logistics including quantification, procurement, and importation of health commodities, and will ensure RMS Ltd achieves timely availability of health commodities, reducing procurement lead times and stockout risks.
Principal Duties and Responsibilities
- Design and implement priorities with the overall RMS Strategic Plan to optimize inbound logistics processes, including quantification, procurement and importation.
- Refine RMS products lists.
- Monitor the development quantification for health commodities and implementation of the supply plan to ensure uninterrupted product availability.
- Drive innovation in sourcing, including pooled procurement and strategic supplier partnerships to ensure product availability.
- Provide expertise and support for procurement activities, including strategic supplier sourcing, selection, and negotiation that will enable RMS Ltd to obtain best value for resources committed.
- Follow up procurement pipeline for all program commodities, update the monthly stock analysis tracker pipeline information and prepare pipeline data for the quarterly supply plan update exercise.
- Collaborate with internal teams and external suppliers to ensure the timely delivery of health commodities.
- Identify areas for improvement and implement solutions to enhance efficiency and reduce costs.
- Collaborate with cross-functional teams to ensure alignment between inbound logistics activities and broader supply chain objectives.
- Utilize data analysis techniques to proactively minimize lead times and stockouts, to analyse procurement spendings and suppliers’ performance, and, to identify trends, patterns, and areas for optimization within the inbound logistics process.
- Develop and maintain key performance indicators (KPIs) to track the effectiveness of inbound logistics operations and identify opportunities for efficiency improvements and cost savings.
- Monitor performance metrics related to inbound logistics, such as on-time delivery rates and shipping costs, procurement lead times, stockouts and forecast accuracy.
- Utilize procurement best practices to drive cost-effective procurement outcomes and ensure high-quality supplier relationships.
- Communicate openly and professionally with RMS senior leadership, the Ministry of Health (MOH), and partners about progress of different initiatives and challenges.
- Represent RMS on different technical, national, regional, and global platforms.
Required Skills and Qualifications
Education
Bachelor’s or master’s degree in pharmacy, supply chain management, procurement, logistics, or a related field.
Experience
Eight years of work experience in bachelor’s degree or six years after master’s degree on quantification, and/or procurement and/or supply chain management of health commodities, pharmaceuticals and laboratory reagents, consumables and supplies for HIV, Malaria, TB and other health commodities.
Proven experience in over all supply chain management with particular areas of expertise in inbound logistics processes such as quantification, procurement and importation, preferably in the healthcare sector.
Skills
- Strong analytical and problem-solving skills.
- Knowledge of international procurement practices and regulatory frameworks.
- Effective communication, collaboration, and interpersonal skills.
- Excellent writing and presentation skills in Amharic and English
- Ability to work independently and as part of a team.
Level of Effort and Location
This long-term position will be based in RMS Ltd Headquarters in Kigali, Rwanda, with intermittent travel throughout the country.
