 Terms of Reference (ToR) for irrigation system design and implementation on the Gardens for Health’s (GHI) farm
1. Background

With the funding from Regenerosity, Gardens for health is implementing a project titled “Fostering regenerative farming” project. The 18 months’ project aims to promote regenerative farming and encourage community members to the production of indigenous vegetables the areas covered by Nduba and Kayanga health centres. As a result, community members are expected to improve their income generation and livelihoods, as well as increase their resilience to climate change. Gardens for Health International (GHI)intend to apply portion of this funding for the construction of a permanent irrigation system on her 5-acre demonstration farm. The system will be connected from the natural spring located in 200m down from the farm.
The established irrigation system is to ensure proper management of water both during the dry and rainy seasons, thereby ensuring consistent delivery and management of water for crops production on the GHI property.

2. Objective of the assignment
GHI seeks to hire an individual consultant or registered company to conduct a study on the design and rollout of the irrigation system on the farm. Successful bidder will work alongside the GHI farm specialist and the agriculture associate who will provide the overall guidance and oversight throughout the implementation process. Below are specific objectives of the assignment:
• Confirm if the water availability in the natural spring will be sufficient to irrigate the entire farm especially in the dry season
• To provide the standard design, estimation and specification of tubes, channels and water distribution system required for the area.
• To prepare a detailed implementation plan and the budget for the irrigation project detailing specifications of materials to be sourced and consultancy quote required.
• Establish the irrigation system on the farm
3. Expected outcome
The expected outcomes from this consultancy services are:
• Available study report showing the cost of the irrigation system cost
• Established and functional irrigation system on the GHI’s 5 acre demonstration farm

4. Key deliverables
The consultancy company/individual consultant is expected to achieve the following deliverables:
1. A study that shows the following:
• Detailed design of different irrigation types which work best in each of the farm plots (Drip and sprinklers).
• Main pipe and branch pipes.
• Design solution optimization; production of detailed technical and working drawings using computer aided design
• Engineering Specification: Work plan, bill of quantities
• Detailed implementation plan and budget for an irrigation project of the area
• Actual implementation of irrigation on the GHI property

Required Qualification(s)
Applicants (individual or firm) much check if they fulfil the below minimum requirements/qualifications:
• The firm must either be an engineering or agriculture related firm
• The firm/individual must have significant education and experience in engineering or agriculture engineering or irrigation engineering
• The firm must be a duly registered company in the area of engineering, agriculture and/or irrigation engineering
• The firm must have a tax clearance for last quarter of September 2021
• The firm must submit all required documents

7. Methodology of contract implementation:
• The below are steps which will be taken for successful implementation of the irrigation project on the farm:
• Site visits will be conducted by individuals/firms
• GHI will receive application documents of bidders
• GHI operations and technical teams will review the applications
• Selection of winning firm/individual
• Award of Contract and negotiation
• Payment, 40% of the contract value upon signing the contract, second instalment Payment of 30% after 70% of work is finished, 20% upon completion of work. The remaining 10% will be retained by GHI for a period of two months and paid once the system keeps working efficiently.
