CALL FOR PROPOSAL FOR DEVELOPMENT OF CURRICULUM FOR TRAINED CADRES OF COMMUNITY HEALTH WORKERS IN RWANDA

Rwanda has successfully implemented a Community Health Workers (CHWs) program, which provides a set of promotive, preventive, and curative health services to the population and has contributed to the improvement of health outcomes in the country. Currently, there are about 58,567 volunteer CHWs providing a range of low-cost, community-based interventions for maternal and child health, promoting healthy behaviours in the community, and linking the population with facility-based health services. However, there have been significant challenges with the current program including CHWs not always available when needed due to different reasons including family responsibilities, ageing, high attrition rate, etc. Additionally, the country is facing additional burden of diseases due to the rise of non-communicable diseases, with a need to tackle these at community level.

To address the issues faced in the current CHW program, the MOH is undergoing the Primary Health Program (PHC) reform, designed to train and deploy new cadres of Certified Community health Workers in addition to the existing Community Health Workers, capable of offering an expanded package of services at the community level aligned to the population needs and to effectively link community members with health services to primary care facilities.

CHAI is supporting the Government of Rwanda through the Ministry of Health to develop and implement the above-mentioned community health reform. In this regard, CHAI is looking to hire a consultant to support the development of the curriculum and training manuals for new Certified Community Health Workers.

Please send well written proposal documents prepared in English, including a detailed CV, proof of past similar assignment, work plan schedule, consultant rates and  any other relevant documentation, to this email address rwandaprocurement@clintonhealthaccess.org, with “Consultancy for CWHs curriculum development and training manuals” in the subject line not later than 3rd March 2024 at 05:00 pm Kigali local time. It shall remain responsibility of the applicants to ensure that bids will reach the address email above on or before the deadline. Bids documents that are received by CHAI after the deadline indicated above, for whatever reason, shall not be considered for evaluation. Only shortlisted companies will be contacted.

Any questions/concerns/clarifications related to this tender should be addressed to CHAI Rwanda procurement Office through rwandaprocurement@clintonhealthaccess.org not later than 5 days before the deadline for submission. Any questions/concerns/clarifications received after this deadline will not be considered.
