The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digital Transformation and Digital Economy; and regional projects in the Great Lakes Region.
The Great Lakes Region of Africa is a key supplier of agricultural products such as coffee and the so-called 3TG minerals (tin, tungsten, tantalum and gold). These minerals are indispensable in advanced technologies such as mobile phones. However, across the region, the trade of natural resources remains linked to unregulated economies, environmental degradation, exploitation and armed conflict with local populations – especially women and children – bearing the brunt of this violence. Addressing these issues requires strong regional regulations and community-driven initiatives that tackle root causes to create peace and security in the Great Lakes Region. The Great Lakes Region Cluster addresses these complex challenges through 4 regional projects and 2 EU co-funded projects designed to strengthen responsible cross-border resource governance, sustainable supply chains, conflict prevention and women's participation in peace and security. The Cluster facilitates critical cooperation between regional institutions, civil society organizations and private sector actors to create the foundations for long-term stability and socio-economic development.
The Great Lakes Region Cluster is searching for one candidate for the position of Communication specialist.
B. Candidate Profile
We are seeking a dynamic and creative Communication Specialist to join the Great Lakes Region Cluster and play a pivotal role in advancing our integrated approach to peace, security, and responsible resource governance. This position sits at the intersection of our different projects, requiring a self-motivated professional who can navigate the complex political, social, and economic landscape of the region while developing and executing strategic communications that effectively convey our work on conflict-sensitive supply chains, women's leadership in peacebuilding, and regional governance initiatives to diverse stakeholder audiences across multiple countries.
C. The communication specialist performs the following responsibilities and tasks:
1. Strategic Communication & Content Development
- Design and implement comprehensive communications strategies that effectively convey complex issues around responsible cross-border resource governance, sustainable supply chains, conflict prevention and women's participation in peace and security to diverse audiences
- Develop compelling multimedia content including policy briefs, reports, social media campaigns, newsletters, and multimedia storytelling materials that translate technical research into accessible narratives
- Create targeted messaging for different audiences including policymakers, civil society organizations, international partners, local communities, and media outlets
- Manage and maintain organizational digital presence across multiple platforms while ensuring consistent brand voice and messaging
2. Stakeholder Engagement & Relationships Management
- Advise and provide technical assistance to partners on the implementation of communication strategies and tools
- Actively participate in communication coordination mechanisms with political partners and other implementing partners
- Build and maintain strategic relationships with regional media, civil society networks, government communications teams, and international development partners
- Coordinate communications efforts across projects and partners to ensure coherent and amplified messaging
3. Other duties/tasks
- Providing capacity-building on communication tools and methods to internal project staff and partners
- Manage contracts with national and international service providers supporting the implementation of the above processes (editing, graphic design, translation etc)
- Perform other duties and tasks at the request of management.
D. Required Qualifications, Competences and Experience
1. Qualifications and professional experience
- Bachelor's degree in Communications, Journalism, International Relations, Political Science, or related field; Master's degree preferred
- 7 years of professional communications experience, with at least 3 years in international development, conflict-affected settings, or African regional contexts
- Proficiency in digital communications tools including social media management platforms, content management systems, graphic design software, and basic video/audio editing
- Experience with media relations, crisis communications, and managing sensitive political messaging
- Strong analytical skills with ability to synthesize complex technical work into clear, compelling communications products
- Advanced written and verbal communication skills in English and French (C2)
2. Other knowledge and additional competences
- Proficient in Microsoft Office (Word, Excel, Powerpoint, Outlook, Teams, Sharepoint), and graphic, photography and video software (ex Suite Adobe)
- Proven ability to work independently, set priorities, and drive initiatives forward with minimal supervision in challenging operating environments
- Ability to thrive in fast-paced, evolving situations and adjust strategies based on changing political and operational contexts
- Demonstrated sensitivity to working across diverse cultural contexts with deep respect for local knowledge and community perspectives
- Ability to see connections between communications activities and broader organizational goals while understanding regional political dynamics
