Rwanda Women's Network is a non-governmental organization focusing on empowering women for self-transformation and gender equality for over 25 years. Our vision is to create a healthy, empowered, and peaceful Rwandan society. RWN mission is to work towards improvement of the socio-economic welfare of women in Rwanda through enhancing their effort to meet their basic needs. Its mission is delivered through four key focus programs; 1) Health Care and Gender Based Violence Response and Prevention, 2) Socio-economic empowerment and Transformative Education, 3) Governance and Leadership and 4) Institutional development.

Rwanda Women’s Network is investing in ending gender inequality in Rwanda by focusing on:

  • Healing by creating safe spaces where women, victims and survivors of gender-based violence can seek help and be aware of their legal and financial rights.
  • Empowering women to be able to independently support their welfare
  • Transforming communities by enabling more women to take on leadership roles, acting as equal decision makers within their communities
  • Sustaining with intention to strength stability and sustainable funding through Strategic Partnerships, building networks and joining Alliances while championing localization.

Family Circle Love Lab Organization (FCLLO) is a registered non-profit and non-governmental local organization operating in Rwanda since 2015 with focus on the fight against Sexual/Gender Based Violence, promotion of Sexual and Reproductive Heath Rights (SRHR), Women’s Qualitative Participation in Leadership and Women’s Economic Empowerment.

Background of consultancy:

Rwanda women Network (RWN) and other Kvinn till Kvinn partners are implementing DUHOZANYE program which is in its final phase. Negative social and gender norms perpetuate Gender Based Violence (GBV) undermine the efforts of Kvinn till Kvinn partners in Rwanda to prevent GBV, increase women’s socio- economic participation, and reduce the likelihood of all forms of violence against women and girls. Some of the known social norms are harmful to the health and well-being of women in significant and measurable ways. Moreover, as the 4-years DUFATANYE program comes to an end in 2024; finding solutions to this persisting challenge can inform and positively influence KTK and partners’ future programming.

Negative social and gender norms perpetuate Gender Based Violence (GBV) undermine the efforts of KTK partners in Rwanda to prevent GBV, increase women’s socio economic participation, and reduce the likelihood of all forms of violence against women and girls. Some of the known social norms are harmful to the health and well-being of women in significant and measurable ways.

Family Circle Love Lab organization (FCLLO), has conducted an assessment on social and cultural norms underlying GBV in Rwanda, the results of which were presented to KTK POs during the regional GBV exchange. FCLLO’s work has opened reflections among partners on the influence of different cultures on GBV. It is in this regard that Rwanda Women Network (RWN) and Family Circle Love Lab Organization (FCLLO) are conducting a joint assessment on challenging negative social norms that perpetrate Gender Based Violence (GBV) in Rwanda.

Geographical scope

The assessment will be conducted by Kvinn till Kvinn partners who agreed to participate in this assessment; the data collection will be done in their areas of operation as follows:

Key deliverables:

  1. Revise and improve research tools developed by Family Circle Love Lab Organization (FCLLO) to identify social norms
  2. Conduct two days training for Kvinna till Kvinna project staff on identifying the social norms using the improved tools
  3. Analyze the assessment findings from collected information and compile the draft report and facilitate the draft findings to Kvinn till Kvinna partners involved in data collection
  4. Gather the inputs shared during the sharing of draft report and write the final report

Time frame

The tasks will be conducted in phases and the total duration of the above activities will be five working days.

Profile of the consultant

The interested consultant should have the team of the following Consultants Expert in Gender-Based Violence Prevention & Response

  1. Master’s degree in development studies, social sciences, and women’s and gender studies, disability studies and development, Economics with three years of experience
  2. Bachelor degree in economics, development studies, social sciences with six years of experience
  3. Proven working experience with International and Local NGOs, Private and Development partners in the area of surveys, reporting in gender/cultural studies mainstreaming and disability inclusion
  4. Experience in participatory skills studies and designing surveys
  5. Excellent researcher with related Gender aspects and writing skills with a documented publication track
  6. Proven experience in data analysis and reporting reliable, creative and able to work with minimum supervision
