Consultancy services to assess the implementation of the African committee of experts recommendations given to Rwanda in 2019 on the Sexual Reproductive Health Rights.

Established in 1999, IMRO Rwanda is a legally recognized NGO operating under legal personality No 03/11. With 23 years of history, IMRO focuses on various initiatives such as Sexual and Reproductive Health and Rights (SRHR), Poverty Alleviation, Gender Equality, Nutrition, Gender-Based Violence, HIV, Education, Environment, Peace Building, Health Promotion, Advocacy, and Networking. IMRO has been a pioneer in SRHR, conducting impactful interventions, training media professionals, empowering SRHR Civil Society Organizations (CSOs), and breaking barriers on safe abortion. The organization is committed to policy advocacy, engaging with national authorities, and actively participating in regional and global networks. IMRO's affiliations with various organizations reflect its dedication to collaborative efforts for broader health goals.

Background of the Activity

In recent decades, Rwanda has witnessed significant transformations, particularly in Sexual and Reproductive Health and Rights (SRHR). Civil Society Organizations (CSOs) have emerged as pivotal drivers, implementing initiatives spanning media engagement, empowerment programs, and impactful policy advocacy. Rwanda's notable milestones underscore a robust commitment to SRHR, with CSOs playing a key role in fostering a holistic approach. This includes training media professionals, empowering local SRHR-focused CSOs, and active participation in policy formulation. In light of these achievements, a consultant is sought to engage the African Committee of Experts, ensuring a comprehensive follow-up on recommendations. The consultant's primary task is to produce an assessment report spotlighting Rwanda's overall SRHR progress since the committee's recommendations. This assignment is crucial for assessing the country's broad commitment to SRHR, aligning practices with international standards, and gauging its trajectory in advancing Sexual and Reproductive Health and Rights. It exemplifies Rwanda's ongoing dedication to comprehensive well-being and its proactive role as a global advocate for SRHR.

Overall Objective of the Assignment:

The overall objective of this assignment is to develop an assessment report which details the progress on the implementation of the African Committee of Experts to of 2019 recommendations to Rwanda. The consultant's pivotal responsibility is to craft a thorough assessment report, detailing the nation's journey and advancements in addressing Sexual and Reproductive Health and Rights (SRHR) issues since 2019.

Responsibilities and Deliverables of the Consultant:

  • Inception report
  • Oversee the implementation progress of 2019 recommendations.
  • Develop a comprehensive assessment report highlighting advancements in SRHR issues.
  • Data analysis
  • Elaboration of the final report
  • Facilitate a validation for the review of findings from the assessment.

Required Profile of the Consultant

The consultant must have:

  • 5+ Years’ experience in Sexual Reproductive Health and policy formulation.
  • Expertise in overseeing the implementation of policy recommendations.
  • Demonstrated knowledge of SRHR issues.
  • Strong communication and report-writing skills.

Duration of the Assignment and Expected Starting Date:

The assignment is expected to start immediately after notification of the selected consultant.

Submission of Proposal:

Interested consultants should submit their proposals (Technical and Financial Proposal) in a properly sealed envelope bearing the name of the consultancy firm and the name of the consultant and ensure acknowledgement of receipt.

Other documents to submit are; a detailed CV, proof of past similar assignments, work plan schedule, and any other relevant documentation; prepared in English, to the Headquarters of the IMRO Rwanda KG 40 St-Gasabo- Kigali 2nd Floor Katweli Building not later than February 16th 2024, at 10:00 am Kigali local time and the opening will be at 3:00PM at IMRO conference room. Successful applicant will be notified within 3 days.
