Consultancy Opportunity: Develop training materials for the Health Center Electronic Medical Records (EMR) system and install the facility EMR in servers of 8 health centers.

BACKGROUND 

 USAID Ingobyi Activity is a five-year cooperative agreement to improve the quality of reproductive, maternal, newborn, and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing infant and maternal mortality in Rwanda.  The USAID Ingobyi Activity builds upon the tremendous gains Rwanda has made as well as previous USAID investments in the health sector. Ingobyi Activity aims to contribute to the reduction of infant and maternal mortality and the incidence of malaria in Rwanda. 

The Ingobyi Activity partners with the    Government of Rwanda (GOR) to build on the country’s considerable achievements, guided by national health strategies, goals, objectives, and data. USAID Ingobyi Activity is providing technical and financial assistance to the health sector digitization agenda. 

The Ministry of Health has made the use of digital health technologies a priority to ensure the quality of care, universal health coverage, and equity throughout the health system. One of the digital tools that will be used to automate workflows in health facilities is the Electronic Medical Records (EMR) system, which will become one of MOH’s leading digital health tools. USAID Ingobyi Activity has assisted in the customization of the electronic medical records (EMR) system for the health center (HC) level, which will replace paper usage by facility health workers to improve data records and client continuity of quality care. The facility EMR training materials will be used to train facility EMR trainers who will drive the desired change at the health center level, installation of the latest developed facility EMR will improve the performance of health care providers at the HC level where primary health care services are provided, improving the quality of consultations, service delivery, reporting, and data use. EMR is also expected to reduce the reporting burden on health facilities if used properly.

IntraHealth International is looking for a national consultant or a team of consultants to work with the USAID Ingobyi Activity and the MOH to develop training materials for a health center EMR and install developed health center EMR in the 8 servers at 8 health centers. 

PURPOSE OF THE CONSULTANCY

The overarching goal of this assignment is to assist the Ministry of Health, via the USAID Ingobyi Activity, in developing training materials for health center EMR, in accordance with the current health center service packages, including patient registration, triage, IMCI, ANC, GBV, maternity, billing, insurance, and the entire patient journey including referrals and reporting.

The second purpose of the consultancy is to install the latest version of deployment tools such as Tomcat 9, Mysql8, Linux, Java 8, UI web and the developed facility EMR application to ensure that all configurations are complete for the system to be up and running.

SPECIFIC TASKS

The consultant or a team of consultants are expected to develop training materials and install the latest version of the Linux operating system on the facility EMR application.  The training materials will cover the following modules in the facility EMR system for health centers:

  • Registration for new patients/ clients
  • Patient Triage
  • Outpatient department (OPD) processes/ journey
  • Integrated management of childhood illness (IMCI) form navigation
  • Gender Based Violence client journey.
  • Maternal health including Antenatal care, admission in maternity, labor, delivery and postpartum.
  • Family planning
  • Referrals
  • Reporting
  • The entire patient journey from registration to exit/discharge. 

DELIVERABLES

The consultant or team of consultants will be responsible for the following deliverables aligned to the tasks outlined above:

  1. Inception report highlighting the purpose of the assignment, key tasks, implementation methods, deliverables, and timeline.
  2. User Manual /Guide
  3. Present the developed training material at a validation workshop with stakeholders.
  4. Review the training materials after stakeholders’ inputs.
  5. Facility EMR server installation and configuration.

REQUIRED EXPERIENCE

It is envisaged that the consultant or team of consultants selected to undertake this assignment will have the requisite combination of skills, expertise, and experience to carry out the tasks outlined above. The required qualifications, competencies, and skills are outlined below:

  • Minimum eleven years of experience working on EMR is required.
  • OpenMRS development skills.
  • System administration using Linux.
  • Database design and implementation experience using RDBMS (MySQL/Postgres).
  • Data migration and synchronization.
  • Version Control (Git or bitbucket), bug tracking, and fixing.
  • Proven experience to Creating new features in OpenMRS
  • Configuring the system for clinical use EMR for clinical use like creation of a growth monitoring tool
  • Fixing OpenMRS bugs
  • Creating and updating reports

Education and certifications:

  • Bachelor's degree in computer science/ Information technology.

The application file should include:

  • Letter of interest and updated
  • At least three professional references with full names, phone numbers, and email
  • Technical proposal (3 pages maximum), including applicant’s understanding of the intended scope of work; and
  • Consultancy fee-daily 

SELECTION CRITERIA 

Selection criteria: Applications will be assessed on cost reasonableness (30%) and technical competence (70%).

Technical evaluation criteria/ 70 marks 

Must be Expert.

Using deployment tools such as Tomcat 9, Mysql8, Linux, Java 8, UI web.

(10 pts)

Relevant professional experience in the development, deployment and/or using OpenMRS health center package (10 pts)

Technical knowledge/experience of 10 years working at health facility Managing OpenMRS

(20 pts)

Skills and experience in developing EMR training materials, developed Installed & configured health center EMR (openMRS)with the entire patient journey up and running (25 pts)
