Consultant to Support a Prospective Partnership With the Ministry of Health in Biometrics Solution Into the Community Health Worker App tender at Simprints Technology Ltd

We have an existing portfolio of projects in East Africa where Simprints solutions are helping to verify the delivery of treatment for neglected tropical diseases (including trachoma trichiasis and schistosomiasis), the delivery of COVID-19 vaccines as well as supporting frontline health workers to accurately ID patients.

Rwanda is renowned for ambitious innovation in technology and development. Rwanda is using its technological potential to advance Rwanda’s development of the country, and digital health is a significant part of the Government of Rwanda’s strategy. Therefore, Simprints’ mission and biometric solutions are excellently aligned with helping to achieve the Government’s goals.

Purpose of the Consultancy

A local consultant is sought to support a prospective partnership with the Ministry of Health that will integrate a biometrics solution into the Community Health Worker app. This includes leading the important license application process to be submitted to the National Cyber Security Authority (NCSA) which is a prerequisite for any project involving data. The consultancy will provide localised work with a specific focus on Rwanda, in close liaison with Simprints’ existing Partnerships and East Africa Regional teams. The Consultant will provide government liaison, project coordination, and advocacy in the digital health sector in Rwanda.

Expected deliverables and due dates:

  • Submit NCSA license application (before April 2024)
  • Support the finalisation of the Ministry of Health proposal (before April 2024)
  • Support with securing a contract with the Ministry of Health (before May 2024)
  • Observe CHW training events and produce a report on the context of Simprints biometric solution in Rwanda supporting eCHIS, CHWs and the Ministry of Health’s strategy (before May 2024)
  • Support with mapping out the project timeframe by working across Simprints teams including Partnerships, Delivery, Product (before May 2024)
  • Apply for observer status for The Global Fund CCM Rwanda for Simprints and attend meetings (before May 2024)
  • Secure speaking slots for Simprints at major Health Tech events in Rwanda (before June 2024)
  • Represent Simprints at in-person meetings in Rwanda - As required

Expected duties of the consultant:

  • Coordinate Simprints’ NCSA license application process, including liaison with NCSA representatives, Ministry of Health/RBC representatives and Simprints team members.
  • Establish and maintain relationships with key stakeholders at the Ministry of Health, RBC and other organisations where needed, including attending and setting up in-person meetings in the country, and being present at CHW app feature rollouts with community health workers.
  • Lead on the project’s rollout in Rwanda over 2024 and provide the Ministry of Health with periodic updates on behalf of Simprints including end-of-project outcomes, successes, lessons learned and recommendations, whilst advocating for the next phase of work.
  • Attend meetings that can assist with identifying future funding/project opportunities in Rwanda, e.g. observing the Country Coordinating Mechanism meetings for The Global Fund in Rwanda.
