JOB DETAILS:

1. Background:

The Government of Rwanda (GOR) recognizes the rights for its citizens to access decent and affordable housing. As a result, a strong policy framework and program to support the development of affordable housing projects was established. It is against this background that the Development Bank of Rwanda (BRD) in partnership with the Ministry of Infrastructure (MININFRA) and Rwanda Housing Authority (RHA) would like to recruit a recognized company to conduct a study on housing market and low-cost efficient housing materials and technologies.

2. Objective of the assignment:

The objective of this consultancy is subdivided into two (2) parts:

2.1 Part I: Housing Market Study

The housing market study will define the current and future affordable housing (rental and ownership) demand and supply up to 2035, in Kigali, satellites and Secondary cities as stipulated in the National Land Use and Development Master Plan; understand existing housing supply value chain and propose suitable solutions to unlock apparent blockages in the delivery of affordable housing, and develop financing mechanism for demand and supply of affordable housing.

2.2 Part II: Low-Cost Efficient Housing Materials and Technology

The low-cost efficient housing materials and technology study will analyze the existing low cost and efficient housing materials and technologies and provide concrete solutions to the current challenges to achieve housing affordability for low- and middle-income earners. This study will build on findings of a previous study titled consultancy for the establishment of cost-efficiency standards for Affordable Housing Projects (2017) commissioned by the Ministry of Infrastructure.

3. Activity/Output/Deliverable:

Inception report
Draft Housing Market Study Report (Part I)
Draft Housing Market Study Report (Part II)
Draft Low-cost efficient housing materials and technologies report
Final report (including annexes) in soft and 4 hard copies incorporating all comments from the workshop; The report shall be considered approved once it is approved by the project steering committee of the Rwanda Housing Finance Project (RHFP)
4. Contract duration:
The consultancy work will be conducted within Eight (8) months starting from the date of contract signing.

The Development Bank of Rwanda (BRD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are the following:

General Experience of the firm in consultancy services
Demonstrated technical experience of similar assignments in Africa, having successfully conducted studies for affordable housing projects and related economic plans preferably in the region.
a. For joint ventures: Each firm should have a track record of doing similar studies in its area of expertise. An experience of five (5) years suffices. The experience will be evidenced by certificates of completion of at least two (2) similar consultancies for each firm.

b. For a single firm: The firm should have both areas of expertise and will be required to present certificates of completion of at least four (4) similar assignments (2 for each area of expertise).

Demonstrated knowledge and familiarity with Rwanda and the region with specific engagement with firms in the production of construction materials, design and implementation of affordable housing projects in Rwanda
The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications, and a number of key staff. Do not provide a CV of staff).
N.B:

Key Experts will not be evaluated at the shortlisting stage and at least the best five (05) firms will be shortlisted for the next stage.
5. Selection process

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revise November 2017, August 2018 and November 2020) (“Consultant Guidelines”) setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
