Establishing Chili and Vegetables Collection Centers in Rwamagana, Kayonza, Ngoma, Kirehe, Gakenke, Huye and Nyamagabe Districts tender at DUHAMIC-ADRI
1. Brief description of DUHAMIC-ADRI
DUHAMIC-ADRI is a Non-Governmental Organization legally recognized under Rwandan Law. The organization was founded in 1979 with the objective of assisting farmers in organizing themselves to combat constraints related to rural marginalization. Over the years, its operations have expanded from local and regional levels to the national level. The Constituent General Assembly of April 20, 1985, officially established DUHAMIC-ADRI as an NGO operating throughout Rwanda.
DUHAMIC-ADRI was legally recognized by Ministerial Order No. 943 of July 12, 1985. Its statutes were later modified and recognized by Ministerial Order No. 025/11 of March 21, 2005. The organization also fulfilled all requirements under Law No. 04/2012 of February 17, 2012, governing national non-governmental organizations and received a compliance certificate from the Rwanda Governance Board (RGB) on June 17, 2013.

Mission: Supporting integrated development through rural population initiatives aimed at self-development.
Objectives:
1. Introduction
DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ project; Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda trough supporting MSE owners and high-potential entrepreneurs to launch or grow their businesses sustainably and builds agricultural skills that increase productivity and diversity in response to market needs and opportunities, all with sustainable climate-smart principles.
SERVE Project will be implemented in 10 districts namely Rulindo, Gakenke, Nyabihu, Rubavu, Rwamagana, Kayonza, Kirehe, Ngoma, and Huye. The project targets youth aged between 18 and 35 years and 70% of them must be women engaged in or with the potential to engage in agricultural businesses and smallholder farming, also known as SMEs.
2. Justification and needs
During the 2026 Agriculture Season A, chili is expected to be cultivated on 234 hectares of land across different sites in the SERVE district. However, these production sites are highly scattered, with land sizes ranging from as little as 10 ares to 10 hectares. Drawing from experience, farmers with small plots (less than 10 ares) often face difficulties in marketing their harvests, which creates a heavy burden for aggregators and makes chili collection inefficient and costly. This challenge limits the participation of smallholder and youth farmers, who are critical stakeholders in the chili value chain.
Currently, the absence of adequate chili collection infrastructure further exacerbates this problem. Farmers are forced to travel long distances to access collection sites, a challenge also highlighted by Fischer Global Ltd, the main buyer working with contracted chili farmers. This situation contributes to delays, post-harvest losses, and reduced income for farming households. In addition, harvest and post-harvest handling remain critical bottlenecks in the agricultural value chain. Many farmers lack the necessary knowledge, skills, and basic infrastructure such as collection centers or pack houses, resulting in significant losses in both quality and quantity of produce. Such losses undermine food security, reduce competitiveness, and threaten the sustainability of secured markets.
To address these challenges, there is a need to establish seven strategically located chili collection centers (in Rwamagana, Kayonza, Ngoma, Kirehe, Gakenke, Nyamagabe, and Rulindo). These centers will facilitate the aggregation of approximately 2,106 tonnes of chili during the 2026 season, while also serving as shared facilities for other crops such as fresh beans. 5. Geographical coverage

This tender is public for companies, cooperatives and others specialized institutions operating in Rwanda. Interested bidders shall submit their proposals comprising the following documents.

The consultancy firm/ consultant will be responsible for observing and respecting the DUHAMIC-ADRI code of conduct, ethical, protection and safeguarding policies and will hire and retreat with dignity, transparency and equity all staff and team members in different levels including business mentors and coaches. DUHAMIC-ADRI treat all people with dignity and respect and takes a zero tolerance on harassment, harm, sexual-abuse, exploitation, child labor, and human trafficking and any other conduct that is discriminatory or disrespectful to others. DUHAMIC-ADRI don’t tolerate any form of corruption. During the execution of the contract, the consultancy firm/ consultant and its staff will be bound by DUHAMIC-ADRI Values and approved policies where among them are the following:

-DUHAMIC-ADRI Prevention of Sexual Harassment, Exploitation and Abuse at work policy.

Moreover, the consultancy firm/ consultant must ensure the regular payment of its staff to avoid complaints and the negative side effects for DUHAMIC-ADRI image and its partners. DUHAMIC-ADRI will have rights and responsibilities to monitor and crosscheck if the terms and conditions for the consultancy team members are followed and mutually respected.
