EXPRESSION OF INTEREST FOR SPECIALIZED CIVIL SOCIETY ORGANIZATIONS

The Country Coordinating Mechanism of Global Fund in Rwanda (CCM-Rwanda) submitted a 3 years concept note to the Global Fund for HIV & TB (2021-2024). The main objectives of this concept note are included in the respective HIV and TB National Strategic Plan 2018/2019-2024. Two main areas have been highlighted and the Government of Rwanda will collaborate with Local Civil societies to implement the described activities as follow:

a. Prevention of HIV new infections by:

Ensuring key and vulnerable populations are reached by targeted comprehensive HIV prevention programs
Ensuring accessibility and affordability of condom to key populations and general population in need at community level.
Applying comprehensive approaches to eliminate MTC by targeting pregnant FSW, AGWY and other population hard to reach.
Ensuring the mapping, linkage and adequate referral to HIV Prevention services and care of KP’s and other priorities groups from hotspots in catchment area.
Ensuring effective follow up of the beneficiaries to reduce drop off from program and retention to HIV continuum of services among KP’s and vulnerable populations.
Applying and establish data driven interventions to track the progress of new HIV transmission risks among KPs, and vulnerable populations.

b. For TB prevention and awareness:

TB knowledge is improved in general population and high risk group
Community and affected people with TB are involved in TB control
In this regards, CCM-Rwanda is recruiting non-governmental organizations (NGOs) that will implement activities targeting Priority Population and Key population. Priority populations (PP) include adolescent girls and young women (15-24), discordant couples, clients of sex workers, mobile workers, refugees and uniformed personnel. For TB, high risk group is contact of TB, minors, diabetic, PLHIV and elderly people above 55 years. In additional for TB, affected people with TB should be organized and be involved in awareness and TB control. Selected NGOs will also provide services for TB prevention.

Selected organizations will be required to:

Implement technically sound, high quality approaches for priority population (+TB prevention activities) or Key Population (+TB prevention activities) or Social Marketing (+TB prevention activities); or sexual and gender-based violence (SGBV) (+TB prevention activities).
Develop and implement an action plan with tailored approaches to address specific intervention for priority population, Key Population, social marketing, GBV and TB prevention.
Closely collaborate with local leaders and other organizations working in the catchment area
Recruit staff, buy equipment and procure needed services for efficient implementation of the approved action plan;
Develop a capacity building plan for each of the local implementing organizations they are supporting, tailored to the specific needs of each organization.
Collaborate closely with local leaders and other organizations working in their catchment area.
Recruit staff, buy equipment and procure needed services for efficient execution of the approved action plan.
Report to the RBC on the GF activities for the totality of their HIV/TB activities included in the approved action plan covering the District of the catchment area, with copies to CCM.
Expression of interest should not exceed 25 pages, and should include the following:

I. Cover Page: Name of organization submitting proposal; Name and title of contact person; Telephone numbers; Postal, physical and e-mail address;

II. Executive Summary (not to exceed one page): Briefly describe the main outcome, summary of proposed activities, expected results for both capacity building and direct implementation;

III. Technical Proposal (not to exceed 15 pages): Describe the proposed activities, goals, and anticipated results:

1. KP’S

a) Implementation of HIV/AIDS activities targeting key and Priority Population

b) Identify and support sustained behavior change among: i) MSM, ii) professional sex workers and their clients, iii) Orphans and Vulnerable Children (OVC), iv) HIV-negative members of sero-discordant couples, and v) female youth (15 – 24 years old)

2. Address sexual and gender-based violence (SGBV)

a) Describe how to improve and monitor social marketing of condom supply.

c) Describethe approaches applicable and how to reduce HIV infections among AGYW

d) Briefly describe the technical and managerial capacity of your organization related to these activities.

e) Addressrights promotion and protection for people living with HIV (PLWH)

IV. Management and Coordination Strategy (not to exceed two pages):

a. Describe how the overall program will be managed.

b. Describe how activities will be coordinated at the district level with local leaders, local organizations receiving capacity building support, and other partners working in the district;

V. Monitoring and Evaluation Plan (not to exceed two pages): Describe the plan to monitor and evaluate program progress and impact. Describe how the project will ensure the use of technically sound, high quality approaches to support sustained behavior change. Describe the plan to measure the progress of capacity building for local organizations and Provide measurable output indicators for each strategies developed in technical proposal.

VI. Organizational Capability (not to exceed two pages): Briefly describe the qualifications and experience of the organization to carry out activities and programs. Specifically describe previous activities (location, duration, results) in local organization capacity building and program implementation for MARPs;

VII. Proposed Personnel: List the proposed personnel and qualifications of staff to work on this program. Include at least three CVs for relevant personnel;

VIII. Proposed Budget: Provide a proposed budget for each year of the program;

IX. Action Plan (annex): Propose a timeline of key activities to be implemented in year one.

Note: Pages exceeding the page limits will not be read or evaluated.

Eligibility of NGOs

Legal certificate published in the official gazette
Expertise in providing services to Key Population
By law status
Collaboration letter from the proposed district(s)
Experience of at least 5 years in the health sector, particularly HIV interventions with Key Population
Experience supporting capacity building with civil society organizations is an added value
CVs of at least 10 staff and 3 having experience in the above mentioned activities
Local staff in the districts acquainted with organizational strengthening will be an added advantage
Available of valid employee /HR status supported by a payroll valid for the last 6 months

Submission Procedure

The application documents prepared either in French or English language must be sent in sealed envelopes to the CCM Secretariat, third floor, at the aforementioned address, not later than the 15th July 2021 at 15:00. Late documents will be rejected.
