EXPRESSION OF INTEREST FOR LEAD IMPLEMENTING PARTNERS FOR COMMUNITY-LED MONITORING IN RWANDA 

The United Nations Programme on HIV/AIDS (UNAIDS) Rwanda is supporting communities of People living with HIV (PLHIV) and Key Populations including men who have sex with other men (MSM), Female sex workers (FSW) and Adolescent Girls and Young Women (AGYW) to implement Community-Led Monitoring (CLM) for HIV program in Rwanda.

According to UNAIDS, HIV Community-led Monitoring (CLM) is an accountability mechanism for national HIV responses, led and implemented by local community-led organizations (CLOs) of people living with HIV (PLHIV), networks of Key Populations (KPs), other affected groups, or other community entities.

One of the initial key requirements for the project is to identify Lead Community Implementers (CLIs) to collaborate with in providing oversight to communities of interest to plan and implement the project successfully. 

Scope of Work

With the support of UNAIDS and collaboration with other partners, including Rwanda Biomedical Center (RBC), PEPFAR, and the Global Fund, the Lead Community Implementers (CLIs) will be responsible for providing oversight support to CLOs in the implementation of CLM projects. The LCIs will be responsible for the following:

  • Oversee the leadership of CLOs in the creation of a constructive accountability mechanism of CLM by CLOs for the improvement of HIV services for either PLHIV or Key populations in the country.
  • Formulation and management of coalitions of CLOs for PLHIV and key populations in the planning and management of CLM for PLHIV and key populations in Rwanda.
  • Oversee the capacity building of CLOs in CLM and management of data including data collection, analysis and use including advocacy for service improvement.
  • Oversee management of data, including routine data collection by CLOS, ownership, storage interpretation, and analysis, with the support of secure software by monitoring staff and collaborators.
  • Coordinate the reporting and documentation of CLM by CLOs including routine monitoring by CLOs and administrative reporting on the expenditure of funds and progress toward project objectives as well as collection and documentation of best practices.
  • Present data and findings from CLM in regular HIV program review meetings and CCM meetings, as well as COP review meetings for service quality improvement and reporting/documentation.

The qualified applicant will demonstrate/submit the following requirements:

  • A lead local umbrella network with demonstrated experience in the planning and implementation of programs for communities of PLHIV and key populations (please share a list of copies of successful projects implemented for PLHIV and Key populations and results achieved).
  • Demonstrate previous experience in the engagement of multisectoral entities in the implementation of HIV response beyond health targeting communities of PLHIV and key populations (Please share copies of certificates in line with the above).
  • Demonstrate previous experience in the formation, management and leadership of coalitions/consortiums of CSOs/CLOs in the application and management of grants by donors to implement HIV programs for PLHIV and key populations (please share copies of successful notifications for grants).
  • Demonstrate previous experience in successfully empowering and building capacity for CLOs to advocate for policy review on issues and challenges related to the creation of an enabling legal and policy environment for equitable access to HIV services by PLHIV and key populations (please share evidence of successful policy and legal review documents supported by the network).
  • Demonstrate previous experience in ensuring social inclusion of vulnerable population groups in HIV programs particularly PWDs and other priority vulnerable population groups (Please share copies of certificates for successful implementation of projects with social inclusion and results)

Added advantage:

  • Demonstrate previous experience in mobilization and management of funds from other sources to support seed funding to expand and or roll out successful HIV community-led programs. (Please share copies for notifications/certificates for successful mobilization and management of resources).

The expression of interest should not exceed 20 pages, and should include the following: 

  1. Cover Page: Name of umbrella network submitting the technical proposal; Name and title of contact person; Telephone numbers; Postal and physical address; and e-mail address.
  2. Executive Summary (not to exceed 5 pages): Briefly describe the umbrella network and its successful work with CSOs/CLOs for communities of PLHIV and key populations, particularly for previous and ongoing monitoring of HIV programs.  
  3. Technical Proposal (not to exceed 15 pages minus the required support documents):
  • The technical proposal must indicate how the umbrella network will build on previous experience to meet the scope of work.
  • The technical proposal must indicate how the umbrella network plans to use previous experiences in meeting the requirements, including activity plans, processes, and expected results.
