Organizational Context

Impact Solutions Rwanda, CBC is a registered Social Business established by SOS Children’s Villages in Rwanda to manage and operate income-generating and service delivery units, including Schools, Training Center and Guest House, Bakery, Farms, and Events Management. The CBC aims to ensure operational excellence, financial sustainability, and social impact while aligning with SOS Children’s Villages’ mission and values.

The Finance and Administration Manager is a key senior management position responsible for overseeing all financial management, administrative systems, and compliance functions of ISR-CBC services delivered to SOS Children’s Villages Rwanda schools, Guest House, Training Center and other revenue streams.

Purpose of the Position

The Finance and Administration Manager ensure sound financial management, effective administrative systems, and strong internal controls across all operations done by Impactful Solutions Rwanda, CBC. The role safeguards financial integrity, supports strategic decision making, and ensures compliance with statutory requirements, and the Shareholder’s Vision and Mission.

The position contributes directly to the sustainability of the social business model while enabling SOS Children’s Villages Rwanda to focus on its core mission of childcare, protection, and education.

Key Responsibilities

1. Financial Management & Reporting

  • Plan, manage, and oversee all financial operations under the BPO arrangement, including budgeting, accounting, and financial reporting.
  • Prepare annual budgets, forecasts, and cash flow projections for ISR-CBC-managed services.
  • Produce timely, accurate monthly, quarterly, and annual financial reports for management and boards.
  • Ensure proper reconciliation of accounts, school income, expenditures, and advances.

2. Internal Controls & Compliance

  • Establish and maintain robust internal control systems in line with SOS Children’s Villages standards and best practices.
  • Ensure compliance with Rwandan financial, tax, and labor laws.
  • Coordinate internal and external audits and ensure timely implementation of audit recommendations.
  • Uphold anti-fraud, anti-corruption, and ethical conduct standards.

3. Payroll & Payments Management

  • Oversee payroll processing for teachers and non-teaching staff under outsourced arrangements.
  • Ensure timely statutory deductions, tax filings, and staff payments.
  • Monitor vendor, supplier, and service provider payments for accuracy and compliance.

4. Human Resource, Administration & Office Management

  • Oversee administrative services including contracts management, office administration, records management, and logistics.
  • Ensure proper documentation and filing systems for financial and administrative records.
  • Support procurement processes through contract administration and payment verification.
  • Manage end-to-end human resources operations, including recruitment, performance management, staff development, and employee relations.

5. Systems, Policies & Process Improvement

  • Lead the development, documentation, and enforcement of financial and administrative SOPs.
  • Manage and optimize financial management systems, payroll tools, and reporting platforms.
  • Drive continuous improvement, efficiency, and automation of finance and administration processes.

6. Stakeholder Coordination & Advisory Role

  • Act as a key finance liaison between ISR-CBC, SOS Children’s Villages Rwanda, auditors, and regulators.
  • Provide financial analysis and advisory support to senior management for decision-making.
  • Support school leadership and program managers with financial guidance and compliance support.

7. Team Leadership & Capacity Building

  • Lead, supervise, and develop finance and administration staff under ISR-CBC.
  • Set performance objectives, conduct appraisals, and support professional development.
  • Promote a culture of accountability, service excellence, and continuous learning.

Key Deliverables

  • Accurate and timely financial statements and management reports.
  • Strong internal controls and audit-compliant financial systems.
  • Timely payroll, statutory payments, and vendor settlements.
  • Standardized finance and administration policies and SOPs.

Required Qualifications & Experience

  • Bachelor’s degree in finance, Accounting, Business Administration, or related fields.
  • Professional accounting qualification (ACCA, CPA, or equivalent) is an added advantage.
  • Minimum of 5 – 7 years’ experience in finance and administration
  • Experience working with NGOs and social enterprises.
