INTRODUCTION

Rwanda Assistive Technology Access (RATA) is a national non-governmental organization founded in 2018 with a mandate to promote equitable access to assistive technologies and digital inclusion of persons with disabilities across Rwanda. Our vision is to contribute to a community where persons with disabilities can study, work, and live independently through the effective use of assistive technology.

RATA works closely with government institutions, schools, development partners, and disability-focused organizations to improve inclusive service delivery and strengthen systems that enable independence and participation.

As RATA continues to grow and expand its programming and partnerships, we are seeking a highly qualified, experienced, and ethical Finance and Admin Officer to strengthen our financial management systems and administrative functions.

ROLE PURPOSE

The Finance and Admin Officer is responsible for leading and managing all finance and administrative functions of RATA. The role ensures strong financial stewardship, compliance with donor and statutory requirements, sound internal controls, and efficient administrative operations that support program delivery.

This position will play a critical role in strengthening organizational systems, supporting strategic growth, ensuring transparency and accountability, and maintaining compliance with Rwanda laws and international donor standards.

SCOPE OF ROLE

Reports to: Executive Director

Staff reporting to this post: None (may supervise support staff or consultants as needed)

Budget Responsibility: Oversight of all organizational financial resources

Key Interfaces: Program teams, Board of Directors, auditors, banks, Rwanda Revenue Authority (RRA), RSSB, donors, partners

KEY AREAS OF ACCOUNTABILITY

1. Financial Leadership and Management

  • Lead and manage all finance functions of RATA, ensuring integrity, accuracy, and transparency of financial systems.
  • Develop and maintain strong internal control systems in line with international NGO standards.
  • Provide strategic financial advice to the Executive Director and Board.
  • Contribute to organizational sustainability through sound financial planning and risk management.
  • Ensure proper segregation of duties and accountability mechanisms.

2. Planning, Budgeting and Forecasting

  • Lead annual budgeting processes and periodic reforecasts.
  • Support proposal budget development in compliance with donor requirements.
  • Conduct monthly budget variance analysis and provide recommendations.
  • Monitor cost efficiency and promote value-for-money principles.
  • Support management in financial sustainability planning and scenario analysis.

3. Financial Accounting, Reporting and Compliance

  • Ensure accurate bookkeeping and timely monthly and annual financial reporting.
  • Prepare financial statements in accordance with applicable standards.
  • Ensure compliance with Rwanda tax laws, RSSB regulations, and other statutory obligations.
  • Prepare and submit donor financial reports in line with contractual requirements.
  • Coordinate and manage external audits and respond to audit findings.
  • Ensure proper cash flow management and bank reconciliation.
  • Maintain asset registers and oversee inventory control.

4. Grants and Donor Compliance

  • Ensure full compliance with donor financial regulations and reporting standards.
  • Support sub-grant financial management, including partner capacity strengthening where applicable.
  • Monitor grant expenditures and ensure alignment with approved budgets.
  • Review supporting documentation for completeness and compliance.

5. Administrative and Operational Management

  • Oversee procurement processes in line with internal policies and donor regulations.
  • Ensure effective contract management and documentation.
  • Manage office administration systems and ensure operational efficiency.
  • Maintain proper filing systems (physical and electronic).
  • Support HR administrative processes including payroll processing and benefits compliance.

6. Risk Management and Internal Controls

  • Identify financial and operational risks and propose mitigation strategies.
  • Ensure fraud prevention measures are in place.
  • Regularly review and update financial and administrative policies.
  • Promote a culture of accountability, integrity, and ethical conduct.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Finance, Accounting, Business Administration, or related field (Master’s Degree is an added advantage).
  • Internationally recognized professional certification is required: CPA, ACCA, CA, CIMA or equivalent.
  • Minimum of 1–3 years progressive experience in finance and administration, preferably within an NGO or development organization.
  • Strong experience in donor-funded project financial management.
  • Proven experience in budgeting, forecasting, and financial analysis.
  • Strong knowledge of Rwanda tax regulations and statutory compliance requirements.
  • Experience with computerized accounting systems and advanced QuickBooks and Excel skills.
  • Experience managing audits and preparing financial statements.
  • Demonstrated experience in administration and procurement oversight.
