COUNTRY PROGRAM MISSION:

Alight Rwanda, formerly known as the American Refugee Committee, has been a key player in delivering impactful humanitarian programs since 1994. Operating in all six refugee camps in Rwanda, Alight provides integrated services in protection, health, livelihoods, and community development. PRIMARY PURPOSE OF THE POSITION:

The GBV Caseworker is responsible for the provision of safe, confidential, and survivor-centered GBV response services, including intake, assessment, case management, referrals, psychosocial support, and follow-up for survivors of Gender-Based Violence in Mahama Refugee Camp.

The role focuses exclusively on GBV response and case management services, ensuring timely access to life-saving support in line with the IASC GBV Case Management Guidelines, UNHCR GBV frameworks, and survivor-centered principles (safety, confidentiality, respect, and non-discrimination)

KEY RESPONSIBILITIES

1. GBV Case Management (Core Function)

  • Receive, safely identify, and manage GBV disclosures through ethical and confidential procedures.
  • Conduct survivor-centered intake and comprehensive case assessments.
  • Develop and implement individual GBV case action plans in collaboration with survivors.
  • Provide continuous case follow-up, monitoring, and documentation of progress.
  • Ensure safe and timely case closure in accordance with GBV case management standards.

2. Safety Planning and Risk Assessment

  • Conduct confidential risk assessments to determine level of danger and urgency.
  • Develop and implement individualized safety plans with survivors at high risk.
  • Ensure immediate protection actions for high-risk and life-threatening cases.

3. Referral and Service Coordination

  • Facilitate timely referrals to health services (including clinical management of rape), psychosocial support, legal aid, and shelter services.
  • Maintain updated knowledge of GBV referral pathways within Mahama Camp.
  • Follow up referred cases to ensure access, continuity of care, and service quality.
  • Coordinate with health providers and protection actors for emergency response cases.

4. Psychosocial Support (Case Level Only)

  • Provide basic psychosocial support and emotional first aid (PFA) to survivors.
  • Maintain a safe, confidential, and supportive environment during all interactions.
  • Identify cases requiring specialized mental health support and refer accordingly.

5. Documentation and Data Management

  • Maintain accurate, confidential, and secure GBV case files.
  • Ensure compliance with GBV Information Management System (GBVIMS) principles and data protection protocols.
  • Update case management records in a timely and professional manner.
  • Ensure strict adherence to informed consent and confidentiality standards at all times.

6 .Coordination and Reporting.

  • Report regularly to the Protection Coordinator on case progress, urgent risks, and service gaps.
  • Participate in case review meetings and internal protection coordination sessions.
  • Work closely with Child Protection Caseworkers for cases involving children at risk of GBV.
  • Contribute to internal reporting and case trend summaries (without breaching confidentiality)

7. Protection Ethics and Safeguarding

  • Uphold strict adherence to survivor-centered approach principles at all times.
  • Ensure do no harm principles, confidentiality, and informed consent are fully respected.
  • Comply with PSEA (Protection from Sexual Exploitation and Abuse) policies and safeguarding standards.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Social Work, Psychology, Gender Studies, Sociology, Human Rights, or related field.
  • Minimum 4–6 years of experience in GBV case management in humanitarian settings.
  • Strong knowledge of:
    • IASC GBV Case Management Guidelines
    • Survivor-centered approach and confidentiality standards
    • GBV referral pathways and service coordination systems
  • Experience in refugee or emergency contexts is highly desirable.

  • Knowledge of Kinyarwanda and/or other relevant refugee languages is an asset
