As we continue to scale operations, we are looking for a dynamic and forward-thinking HR Specialist to help shape a high-performing, people-centered organization.

Position Overview

The HR Specialist will play a pivotal role in building and sustaining a strong organizational culture, driving talent acquisition, and strengthening HR systems within a fast-growing, performance-driven environment.

This role is ideal for an agile HR professional who thrives in startup or fast-paced private sector environments and is passionate about people, systems, and organizational impact.

Key Responsibilities

1. Talent acquisition & Workforce planning

  • Lead end-to-end recruitment processes, including job postings, screening, interviewing, and onboarding.
  • Design and implement innovative strategies to attract and retain high-quality talent.
  • Collaborate with department heads to anticipate staffing needs and build a strong talent pipeline.

2. Employee relations & Culture development

  • Serve as a link between management and employees, fostering a positive and productive work environment.
  • Address employee concerns, manage grievances, and support conflict resolution.
  • Champion a strong organizational culture anchored in accountability, collaboration, and performance.

3. Performance management

  • Develop, implement, and continuously improve performance management systems.
  • Support managers in setting KPIs, conducting performance appraisals, and managing underperformance.
  • Promote a results-driven culture through continuous feedback and employee engagement.

4. Learning & development

  • Identify training needs and organize professional development programs.
  • Support career development initiatives and succession planning.
  • Encourage continuous learning aligned with organizational goals.

5. HR policies, compliance & administration

  • Develop, review, and implement HR policies and procedures in line with Rwanda labor laws and best practices.
  • Ensure compliance with statutory and regulatory requirements.
  • Maintain accurate HR records and documentation.

6. Compensation & benefits

  • Support the administration of employee compensation and benefits programs.
  • Ensure competitiveness, fairness, and alignment with organizational objectives.

7. HR analytics & Strategic support

  • Track, analyze, and report on HR metrics to inform decision-making.
  • Provide insights on workforce trends, retention, and performance.
  • Support leadership in aligning HR strategies with broader organizational goals.

Qualifications and experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Minimum of five (5) years of progressive HR experience, preferably in a startup or fast-paced private sector environment.
  • Proven experience in recruitment, employee relations, and performance management.
  • Demonstrated ability to build organizational culture and implement HR systems.
  • Professional certifications (e.g., SHRM-CP, PHR) are an added advantage.

  • Strong interpersonal and relationship-building skills.
  • Excellent communication and conflict resolution abilities.
  • High level of adaptability and problem-solving capability.
  • Strong understanding of Rwanda labor laws and HR best practices.
  • Analytical mindset with ability to interpret HR data and metrics.
  • Ability to operate both strategically and hands-on in a dynamic environment.
