Description
Organization:
• The HSSEQ Manager reports to the Managing Director and supports all Class of Businesses.
• S&D has the primary responsibility of managing and optimizing the physical supply chain. Our goal is to deliver the right product to the right place on time and maximizes the overall margin potential across the different lines of businesses.

Job Purpose:
To lead the Operating Unit (OU) HSSEQ team to develop, maintain and monitor implementation of Strategic HSSEQ Objectives for the Operating Unit and to integrate Objectives from Vivo Energy, establish goals aligned with these objectives and provide support to the Operating Unit to achieve business success through HSSEQ excellence.
To implement effective Product Quality Management (PQM) at country level for the purpose of strengthening operational product quality performance across the supply chain and thereby ensuring consistent delivery of cost effective and fit for purpose products that meet our promises on quality and performance.
To provide the product quality advice and support to Supply, Distribution, Retail and Commercial businesses.

Principal Accountabilities:
• Lead the Operating Unit through an effective culture change to achieve HSSEQ excellence, build a shared vision, motivate, coach and develop staff, and achieve results through team members.
• Liaise with line managers and the Vivo Energy Central HSSEQ team to ensure coherence with goals and achieve Operating Unit HSSEQ objectives.
• Establish and maintain clear organizational responsibilities for risk management in the Operating Unit activities and assist HSSEQ critical positions upskilling as per the HSSEQ competency framework
• Actively participate in risk management by implementing HEMP, HRA, SRA and contractor management requirements and validate risk ratings assigned to hazard release scenarios
• As custodian of the Operating Unit HSSEQ-Management System, be responsible for its quality, implementation, performance monitoring,effective annual management review and business assurance letter
• Establish and maintain Operating Unit HSSEQ legal register, permits and status of regulatory compliance
• Establish HSSEQ KPIs & Targets for Operating Unit Annual Targets & Resources (T&R) process, collate at Operating Unit level for the Lines of Business in a bottom- up approach and monitor progress towards agreed targets, identifying improvement areas
• Lead the investigation of all incidents, analysis of trends, facilitate reviews by Line Managers and where applicable with the Central HSSEQ teams. Be responsible for effective cascading of LFIs (Learnings from Incidents) and oversee the implementation of prescribed remedial action items
• Review Operating Unit HSSEQ performance on a monthly basis, determine corrective action plans with line managers/HSSEQ Implementers and contribute to the achievement of continuous improvement
• Actively contribute and support emergency response plans, crisis management and participate in drill scenarios
• Manage ISO (9001,14001 and 45001) implementation and certification, where applicable
• Responsible for fuels product quality (including aviation and marine fuels) in the country, in an integrated manner from the supply source through distribution to Retail and Commercial customers and beyond (such as at large mines and other Commercial customers’ sites), to the customers’ tanks/equipment.
• Responsible for the implementation of the relevant PQ Standards, Manuals and Procedures (as described in the Product Quality Management Framework (PQMF) in the country, for the purpose of strengthening PQ performance across the supply chain; minimizing the number PQ incidents and mitigating their impact. Particular focus should be applied to the quality of differentiated fuels.
• Responsible for routinely reporting to OU leadership team and VE Product Quality Manager, on compliance performance in fuels QA practices (both general and differentiated products).
• Responding for assessing current QA practices for the different supply chains in the OU where product is under VE control and determine the need for and agree on any additional QA measures (so-called Category B tests referred to in the VETOM).
• Responsible for Product Quality Incident (PQI) reporting within the country and ensuring that all PQI are managed in accordance with the VE PQ Incident Management Standard, including the capture and monitoring (remedial/corrective actions) of any PQ incidents within the OU (using VE Isometrix system).
• Responsible for reporting and reviewing PQIs at relevant management meetings and communicating learnings from PQ incidents.
• Advising/training staff and customers on VE QA policies and requirements.
• Provide general product quality advice to S&D, Retail and Commercial businesses.
• Provide advice on the issuing product waivers for general fuels (not including aviation, marine, LPG or bitumen) in accordance with established local procedures.
• Link with the VE Product Quality Manager on latest PQ developments and requirements.
• Managing VE controlled laboratories or test installations and staff.
• Responsible for product quality related Regulatory compliance reporting.

Key Challenges:
• Achieve Goal Zero for country business activities;
• The overall emphasis will be on adding value though passionately driving the HSSEQ culture change process ultimately resulting in business success through HSSEQ excellence;
• Incumbent will work to improve risk Management, contractor safety, PTW system, environment protection and contribute towards achieving Vivo Energy Goal Zero vision, and will work closely with other stakeholders (CP, CoBs, HR, Legal, Govt Agencies, NGOs, etc.)
• To ensure a cohesive product quality management system is in place and functioning properly across all lines of business in the Country. Managing potential conflicting stakeholder requirements & expectations. Effective virtual team working across business boundaries and consistent demonstration of Enterprise First behaviours.

Requirements
• HSSEQ professional, with a university degree, preferably in Engineering/Environment Management or equivalent;
• Minimum 5 years of experience as an HSSEQ Manager;
• Significant line/operational experience and excellent HSSEQ Management Systems skills
• Proficiency in English is essential.
• Ability to manage and integrate with others in different functions and integrate in a multicultural and diverse team.
• Good communicator, both written and oral.
• Ability to manage and lead change.
• Demonstrable experience in managing government/stakeholder relationships
• Graduate, preferably in the field of Chemical Engineering / Quality Management.
• Experience in fuels quality management. Hands-on experience in at least one of the following: product technical/sales support; product development; refinery (laboratory, economics and scheduling, oil movements) or technical/operational supply positions (e.g.: Supply Envelope roles; Supply projects etc.).
• Previous experience of providing product technical support to customer, internal or external (governments; OEMs, NGOs) on product or HSSEQ related issues preferred
