Position Summary:
The Mobile Networks QoS Field Engineer ensures that mobile network operations within the country comply with RURA’s regulatory standards. This position is responsible for monitoring the technical performance and high-quality of service (QoS) of mobile network operators. This role has key responsibilities that include conducting thorough compliance assessments and contributing to the development and enforcement of regulatory frameworks for licensed mobile networks in Rwanda. The role also involves analyzing performance data, engaging with key stakeholders, and ensuring mobile networks operate in line with the regulatory guidelines.
Key Responsibilities:
Oversee Operators' QoS KPIs compliance
Oversee and monitor the activities of mobile network operators to ensure compliance with RURA’s regulations and technical standards, and the provision of high-quality and reliable services.
Conduct RURA Benchmarking, Drive Tests, and walk tests:
- Ensure RURA systems are always functional, up to date, and ready for use.
- Ensure that RURA has contracted third parties to conduct measurements when necessary, in accordance with the Regulations in force.
- Coordinate operators' QoS activities to ensure efficient responses to critical interventions.
- Oversee operators' QoS activities to ensure efficient responses to critical interventions.
- Oversee Operators' critical interventions, including planned periodic measurements (annual, quarterly, and monthly) and Ad Hoc measurements (strategic events, complaints, etc.).
Monitor and measure end-user QoS and QoE
- Oversee Operators' network improvement plans are timely implemented such as Remediation plans, network rollout plans, and network optimization campaigns.
- Oversee Operator’s corrective actions activities are executed such as complaint area identification, drive-test route design, tooling & method verifications for operators, and counter verifications of verify that optimization initiatives are completed.
Tools management:
Ensure the regulator DT tools are calibrated and well-maintained. Manage vendor relationships and contracts for Drive test activities.
Reporting & Documentation:
Generate comprehensive Field inspection reports.
Person Specifications:
Education and Experience:
Bachelor’s degree in Telecommunications, Electronic, Electrical Engineering, or any other related field with a minimum of 2 years of experience in mobile networks operations, compliance monitoring, or network management within the telecommunications industry.
Required Skills and Competencies:
Technical Expertise:
Knowledge of mobile network technologies, namely 2G, 3G, 4G, and 5G operational standards. Ability to work on field and assess network QoS, performance, and compliance with regulatory requirements.
Analytical Skills:
Strong analytical skills to evaluate complex network data, conduct compliance assessments, and identify areas for improvement in mobile network operations.
Communication & Reporting:
Excellent verbal and written communication skills, with the ability to prepare detailed reports, present findings, and engage with stakeholders at all levels.
Problem-Solving:
Proactive and capable of addressing technical and regulatory issues, proposing practical solutions to ensure network compliance and optimal performance.
Project Management:
Ability to manage regulatory compliance projects, including audits, inspections, and policy development activities, ensuring they are completed on time and meet regulatory objectives.
Collaboration & Stakeholder Management:
Proven experience in working with internal teams, mobile network operators, and regulatory bodies, fostering cooperative relationships to ensure regulatory compliance.
