Project Overview and Role:
The Rwanda Integrated Health Systems Activity (RIHSA) is a three-year project funded by the U.S Agency for International Development (USAID) based in Kigali, Rwanda. RIHSA works to reduce the financial barriers to healthcare in Rwanda through a mix of public and private interventions. RIHSA works to improve the quality of essential health services at national, facility, and community levels utilizing a health systems approach.
The Monitoring, Evaluation & Learning (MEL) Manager will implement the use of performance indicators and various research and evaluation methodologies to determine outcomes and impacts throughout the project’s cycle. The MEL Manager will implement activities to monitor and evaluate the effectiveness and efficiency of program goals. The MEL Manager will provide relevant data to inform decision-making, and provide technical assistance and training in the development and implementation of systems and programs.

Primary Duties and Responsibilities:
• Designing and implementing the Activity MEL Plan to measure performance, impact and progress in expected results
• Developing and designing project systems to track project progress against indicators; collecting and verifying information and maintaining performance monitoring plans, reports, work plans and monthly reports
• Working with technical team members to ensure MEL data capture system is implemented and data is collected from applicable project activities
• Coordinating closely with implementing partners to build cohesive measurement and results systems
• Gathering and evaluating information and ensuring that these findings are accurately presented in all reports
• Using MEL information to help program staff continuously improve the program theory of change and implementation
• Ensuring data collected is entered into Palladium Project System in a timely manner
• Completing regular review of data collection processes, performing data quality assessments, and making adjustments as needed
• Responding to requests for information on project and on project performance as needed
• Performing all other duties deemed necessary, including support to the Chief of Party as required

Required Qualifications:
• Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics or related field; Master’s degree preferred
• At least 5-8 years’ experience in monitoring and evaluation, or related fields
• Strong understanding of USAID regulations and MEL reporting requirements
• Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research) – this includes data analytics
• Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
• Professional and mature demeanor and conduct.
• Ability to take initiative and/or respond independently to situations.
• Work well with limited oversight and with diverse cross-cultural groups, partners, and colleagues
• Fluency in English required
• Must be willing to live and travel within Rwanda
