Special Olympics Rwanda (SOR) is a registered local NGO affiliated to the Special Olympics International, a global organization that serves athletes with intellectual disabilities working with hundreds of thousands of volunteers and coaches. Since the last five decades, the number of people with and without intellectual disabilities who are involved with the Special Olympics has been growing. Special Olympics provide year-round sports training and athletic competition in a variety of Olympic-type sports for children and adults with intellectual disabilities. Those activities give them continuing opportunities to develop physical fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills and friendship.
THE POSITION
National Director is a senior position based in Special Olympic Rwanda (SOR).
JOB DESCRIPTION
SOR is recruiting a National Director who is willing to coordinate and oversee the overall and implementation of the organization’s activities and objectives, under the direct supervision of the Chairman of the Board of Directors. There is an expectation of regular travel to the field to oversee operations and program activities and represent the organization in local, regional and international technical workshops.

THE NATIONAL DIRECTOR WILL BE RESPONSIBLE TO:
- Designing, planning and budgeting for the organization’s Projects
- Ensuring that detailed weekly, monthly, quarterly, and annual work plans and budgets are developed to deliver against all aspects of the programme
- Coordinate donor updates and organize donor briefings as necessary, including advocating for the needs of Intellectual and Developmental Disability Children in large, and Athletes in particular.
- Coordinate the development of proposals for grants with technical teams in areas of potential partnerships and maintain a tracking system of donor funds to ensure timely use of and reporting on funds.
- Grant proposal writing for the organization, targeting local funding and seat on the Fundraising Committee for the Organization.
- Lead the implementation of the resource mobilization strategy by analyzing information on potential donors, preparing substantive briefs and project proposals in line with donor priorities, creating feedback mechanisms and providing information on progress of donor funded projects.
- Revise the scope of work plans to be implemented
- Program monitoring and evaluation for the organization’s annual projects
- Mid-term and annual reporting on organizational activities and funds, and send reports to aligned ministries, SOA and SOI.
- Planning and forecasting grant expenditure, project activities, procurement, and partnerships to ensure compliance.
- Represent the Organization on both national, regional and international meetings/conferences and in other different meetings in the absence of the Board Chair.
- Overseeing the fund request process, ensuring that the relevant documents are prepared on time. - Make sure the budget is used as planned
- Ensuring that all program components are implemented according to the project plans, to meet all goals and objectives; taking assertive corrective action in case of a missed deliverable.
- Preparing monthly, quarterly and annual reports for the program to be submitted to the Regional Office.
- Plan and organize community events, workshops, and meetings that promote community engagement, education, and awareness of available services.

- Serve as the focal point between SOR and other participating institutions especially in organizing local consultations with the identified stakeholders, ensuring a robust public consultation, disclosure, and dissemination platform that guarantees the appropriate balance of attention between stakeholder interests in the potential social impacts of the SOR.
REQUIREMENTS, EXPERIENCE, SKILLS AND KNOWLEDGE
- Should be Rwandan by Nationality
- With high moral values
- At least 5 years of relevant and progressively responsible professional experience in the Social and Humanity sector at the national and/or international levels.
- Thinking analytically and strategically
- Leading, developing and empowering people/ creating a culture of performance
- Strong analytical ability and professional experience in representing an organization; and proven ability to lead and manage teams to achieve demonstrable results, ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities.
- Excellent interpersonal and negotiation skills are necessary in this position.
- Substantive experience and increasing responsibilities in programme management with demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities.
- Excellent and proven written and oral communication skills (written and oral) to foster engaged partnerships, negotiation at a high level of representation and to maintain partnerships is a requirement for this position.
- Experience in development of policies, ability to negotiate and coordinate with all relevant sectors of government, international agencies and beneficiaries.
- Good computing skills, including knowledge of software packages for word processing, databases, and spreadsheets; Familiarity with modern communication systems (such as the Internet, world wide web, email, etc.
- Strong understanding of Intellectual and Developmental Disability conditions among children, and Human rights-based approach.
- Demonstrating commitment to Special Olympics Rwanda and its objectives

EDUCATION AND PROFESSIONAL EXPERIENCE
- Five years (5) of experience in a high level leadership position and in the relevant expertise.
- Master’s degree in Social Sciences, Public Health, Education, Development Studies, Management, or a related field.
- A Bachelor’s degree in a relevant discipline with extensive experience in NGO leadership may be considered.
- Additional training or certification in Project Management, Disability Inclusion, or Organizational Leadership is an added advantage.
LANGUAGES
Fluency in written and spoken English and Kinyarwanda is required; knowledge of other international languages, preferably French is desirable.
