Call for Applications The Rwanda Media Viability Training & Mentoring Program 2022-2023, Kigali, Rwanda
PAX PRESS/The Rwanda Media Programme are accepting applications from media houses in Rwanda for an extensive media training and mentoring program for media managers and editors in commercial and non-profit media in Rwanda.
The Rwanda Media Programme is supporting a general professionalisation of journalism, improving gender representation and strengthen media management capacity to produce sustainable quality journalism and secure financial viability built on business models fit the media markets and potential target groups.

The project will be implemented following two tracks:
1. A comprehensive training program for media managers and editors from 10 selected media houses.
2. In-house training and mentoring focused on assistance to a specific development project proposed by the individual companies.
The selection process of the diverse group of Rwandan media houses to take part in the project will be finalized during the first quarter of 2022, and the first training sessions in Kigali for track 1 and 2 are planned for late March/early April 2022.
The Training & Mentorship programme is expected to be fully implemented by December 2023 for the 10 media houses selected.
Media houses are welcome to apply before deadline on 11th February, 2022 at 4 pm at the latest.

Introduction/Background
The Rwanda Media Programme 2021-2026 (RMP) is a five-year programme for capacity building and professionalization of the media in Rwanda implemented by Fojo Media Institute (Fojo) in partnership with PAX PRESS. The programme will focus on news and newsroom production, in line with international journalistic core values of truthfulness, accuracy, objectivity, impartiality, fairness and public accountability that will have a strong gender focus. The programme is funded by Sida (Sweden) and SDC (Switzerland) and implemented by Fojo Media Institute (Fojo), SR MDO, PAX PRESS and RBA.
PAX PRESS, a network of Journalists promoting peace, human rights, and democracy in Rwanda since 2006, is implementing the five-year programme together with Fojo.
Fojo Media Institute belongs to the public Linnaeus University in Sweden and is the country´s leading organisation for media development, strengthening free, independent and professional journalism in Sweden and globally. Since 2015, Fojo has supported the School of Journalism and Communication at the University of Rwanda with capacity building.

The Specific objective of the programme is: Strengthening the independence, professionalism, and sustainability of key actors in the Rwandan media sector with the aim to increase media viability, diversity and integrity with the following outcomes.
• Outcome 1: Commercial and non-profit media are strengthened to become financially sustainable and to produce and disseminate public interest journalism, reflecting the full composition of society through a balanced presence of women and men, age groups and communities.
• Outcome 2: RBA is strengthened in the process to become an independent, trustworthy and sustainable Public Service Media (PSM) provider, according to international journalistic and public service standards. (This outcome is implemented by the Swedish Radio Media Development Office (SR MDO) and RBA.)
• Outcome 3: Journalism education institutions have increased skills concerning practical journalism, awareness of gender issues, and are better connected with the Rwandan media and the international journalism community.
The programme will aim to assist 10 media houses with trainings that will take place over approximately a two-year period, with recurring trainings. The programme offers to do trainings that include the whole media house, from the management level to individual journalists and editors, with a focus on newsroom production.

Purpose of the PAX PRESS/RMP Training & Mentorship Programme
The Programme’s mission is to promote media viability and professionalisation of journalism and media houses in Rwanda. RMP will be an active partner to media houses and content providers who wish to improve news content as well as their business models and strategies.
Capacity building will be given in order to, among other things, modernise newsroom production, promote gender sensitivity, strengthen environmental impact and climate change, with the aim of promoting sustainable journalism.
It will also offer training based on data from the Media Consumption Survey recently performed by the programme.

Short description of the content of the training package (Track 1):
The comprehensive training program for media managers and editors from 10 selected media houses will be based on approximately 10 physical thematic training sessions within the scope of subjects/themes included in the attached project document covering for example:
a.How to do corporate media strategy planning built on viable business models
b.How to shape and operate a sustainable, inclusive, effective, and innovative media organisation
c.How to do media audience research and use data and market insights in content, product- and business development
d.How to enhance and diversify editorial content in different forms and channels – how to integrate the editorial workflow cross-media
e.How to set the agenda with journalistic specialisation in new content areas and editorial disciplines
f. How to do audience centric content- and product development through innovative experimentation and editorial planning systems
g.How to manage, operate and profit from website, other digital services, and global social media platforms
h.How to do professional and credible advertising sales and develop revenues from user payments and other business lines
The trainers will use case-based teaching with concrete examples of good practice from front runner media houses (preferably Sub-Saharan Africa cases). The learnings will be concrete, actionable, media professional and applicable to the Rwandan context. The group interaction will respect the competitive aspect of allowing participants not to reveal company secrets.

Short description of the in-house training and mentoring (Track 2):
The in-house training will support a specific concrete development project proposed by the individual companies (also taking part in track 1). The track will start with one company pilot project, and continue with additional company projects step-by-step during 2022-2023.
1. The project should be defined within the broad thematic Media Viability scope of track 1.
2. The consultant/mentor give tools and advice to relevant themes and facilitate in the definition, process, project implementation, follow-ups and monitoring results and failures., enhancing internal capacity in planning systems.
3. The consultant/mentor will do physical mentoring visits. The physical visits can be combined with online mentoring time managed by the consultant/mentor.

Eligibility criteria
The Programme will support commercial and non-profit media houses in Rwanda. Single individuals are not encouraged to apply, whereas groups of individuals coming together to start a media house are welcome to apply.

To be eligible for the capacity building Partnership the applicant needs to:
• Be a media house recognised by a competent authority in Rwanda with an operating licence from RURA and accreditation from RMC
• Have a physical address in Rwanda
• Have at least 7 permanent staff with valid press cards for journalists
• Show at least a payroll of the 7 staff for the 3 last months; this must be supported by a copy of the payment order/check payment of salaries mentioned above and declarations from RRA and RSSB
• Be involved in news and content production
• Have a track record of publishing quality journalism/news content with a recommendation from RMC
• Have access to publishing platforms reaching a reasonable audience in Rwanda
• Choosing one media area that you are asking support for example a media house that for example has both TV and Radio must choose one of the two.
• Submit a concept note outlining how the requested support with be useful to the media house, staff and your readership.

Any missing documents might affect your application. The deadline for applications is fixed on 11th February 2022 at 4 pm at the latest. Late applications will be rejected.
How will RMDP handle applications?

Based on the quality of the ideas presented in the concept notes, an independent Selection Committee will review and analyse the applications. The Committee will also ensure that different kinds of media (Radio, TV, Newspapers, Online publications etc.) will be represented.
