Bella Inc Ltd (formerly known as Bella Flowers Ltd) is a private company registered in Rwanda under Company Code 123253055 on 20 September 2024. The Company owns 100 hectares of land located in Gishali, Rwamagana District, Eastern Province, where commercial flower production activities are carried out.

Bella Inc Ltd is seeking to recruit a highly skilled, self-motivated, and experienced individual to fill the following position.

PROCUREMENT MANAGER (1)

A. JOB PURPOSE

The Procurement Manager will be responsible for planning, coordinating, and managing the procurement of goods and services required for the Company’s operations in a cost effective, timely, and compliant manner. The role ensures value for money, continuity of supply, strong supplier relationships, and adherence to Company policies and applicable procurement regulations.

B. DUTIES AND RESPONSIBILITIES

  • Develop and implement procurement strategies aligned with the Company’s operational and business objectives.
  • Prepare and manage the annual procurement budget in coordination with the Finance Department.
  • Promote cost optimization and value for money initiatives across procurement activities.
  • Identify, evaluate, and engage reliable suppliers capable of meeting quality, pricing, and delivery requirements.
  • Build and maintain strong long-term professional relationships with suppliers.
  • Conduct supplier performance evaluations and recommend improvements where necessary.
  • Lead negotiations with suppliers to secure favorable commercial terms.
  • Review and manage supplier contracts to ensure compliance and performance.
  • Conduct procurement risk assessments to identify potential legal, financial, and operational risks.
  • Prepare and review purchase requisitions and purchase orders in line with Company policies.
  • Approve purchase orders within delegated authority limits and escalate higher approvals to Management.
  • Coordinate with Stores to ensure proper receiving and documentation of goods.
  • Ensure appropriate stock levels of farm inputs are maintained.
  • Utilize procurement and inventory systems to monitor stock and deliveries.
  • Prepare procurement reports including spend analysis and supplier evaluations.
  • Liaise with internal departments to identify procurement needs.
  • Work closely with Finance on budgeting, supplier reconciliations, and payment planning.
  • Provide regular procurement updates to the Finance Director.
  • Supervise procurement staff where applicable.
  • Perform any other duties assigned by Management consistent with the role.

C. JOB SPECIFICATION

  • University degree in Supply Chain Management, Procurement, Finance, Accounting, or related field.
  • Master’s degree is an added advantage.
  • Minimum of five years relevant experience in procurement or supply chain management.
  • Strong knowledge of procurement laws and procedures in Rwanda.
  • Experience with procurement and inventory systems.
  • Strong negotiation, analytical, and communication skills.
  • High level of integrity, confidentiality, and professionalism.
  • Ability to work independently and manage multiple priorities.
  • Fluency in English. Knowledge of French is an added advantage.
