King Faisal Hospital Kigali is looking for suitable candidate to fill the following positions
Procurement Pharmacist
EDUCATION AND EXPERIENCE
•He/she must have Bachelor’s Degree in Pharmacy (BPharm) from a recognized institution with at least 7 years of experience Master’s degree in Pharmaceutical Sciences, Supply Chain Management with at least 5 years of experience• Registered with a relevant Professional body and having valid license to practice.
SKILLS AND ABILITIES
- Good knowledge of pharmaceutical laws, procurement rules, and inventory systems.
- Able to deliver services quickly and effectively to meet client needs.
- Strong written and spoken communication skills.
- Good at analyzing detailed information.
- Team player with a positive attitude.
- Teaching or management skills are a plus.
- Knowledge of health and safety standards is an advantage.
A. Pharmaceutical Procurement Planning
- Develop and maintain annual and periodic pharmaceutical procurement plans.
- Consolidate pharmaceutical requirements from relevant departments.
- Analyse historical consumption, morbidity patterns, stock levels, lead times, and available budgets to forecast requirements.
- Participate in the preparation and review of annual procurement plans.
- Identify critical and fast-moving medicines requiring close monitoring.
- Ensure procurement plans are aligned with the Hospital formulary, essential
- medicines requirements, approved budgets, and clinical needs.
- Review procurement schedules to minimize emergency purchases
B. Quantification and Forecasting
- Conduct regular quantification of medicines, vaccines, medical consumables, and other pharmaceutical products, as applicable.
- Use consumption data, stock-on-hand, minimum/maximum stock levels, lead times, and anticipated demand to determine procurement quantities.
- Monitor consumption trends and identify unusual variations.
- Work with clinical and pharmacy teams to anticipate changes in pharmaceutical demand.
- Ensure appropriate safety-stock levels for critical medicines.
C. Procurement Process Management
- Initiate and coordinate procurement requisitions for pharmaceutical products.
- Prepare accurate technical specifications for medicines and pharmaceutical supplies.
- Develop or review Bills of Quantities, schedules of requirements, and other technical procurement documents.
- Participate in preparation and review of requests for quotations, tender documents, purchase orders, and contracts.
- Participate in technical evaluation of bids for pharmaceutical products.
- Provide professional pharmaceutical input during bid evaluation while maintaining impartiality and confidentiality.
- Ensure procurement processes follow approved procedures and authorization levels.
- Coordinate with the Procurement Unit to monitor the progress of procurement processes from requisition to delivery.
D. Supplier and Vendor Management
- Identify and assess potential pharmaceutical suppliers in collaboration with the Procurement Unit.
- Verify supplier eligibility, licensing, product registration, and other relevant regulatory requirements.
- Participate in supplier prequalification and evaluation.
- Monitor supplier performance against contractual requirements.
- Track delivery lead times, product quality, quantities delivered, documentation, and responsiveness.
