JOB DETAILS:
The organization Community-Based Sociotherapy Rwanda (CBS Rwanda) is established to contribute to the psychosocial well-being of people affected by the Genocide against the Tutsi and to strengthen interpersonal reconciliation and social cohesion at the grassroots level. With funds from Ikiraro cy’Iterambere, the Rwandan Multi-donor Civil Society Support program, managed by Palladium International, CBS Rwanda and its partners (Prison Fellowship Rwanda (PFR) and the Anglican Church, Byumba Diocese) will be implementing a project focusing on the linkages between psychosocial wellbeing, reconciliation, and socio-economic development. The objective of the project is to design policy recommendations on the most effective approaches towards reconciliation and socio-economic development.

Currently, CBS Rwanda is looking for a qualified and motivated candidate of high moral character and professional integrity to fulfill the role of Project Coordinator. It will be a full-time position to coordinate the 4.5-month inception phase, with the possibility of extension. S/he will be based at CBS Rwanda Head Office in Kigali and is expected to conduct regular field visits to the three districts where the project will be implemented.

Basic Responsibilities
1. Ensure effective project implementation

  • Lead the execution of project activities in line with the implementation plan and budget.
  • Manage and guide, in conjunction with the Executive Director, Program Manager and Finance
  • Manager of CBS, the project team and consultants contracted by CBS Rwanda to work on the activities and ensure that their work is of high quality.
  • Ensure clarity about roles and responsibilities among project stakeholders (field staff, staff of partner organizations, sociotherapists, and local leaders), by involving them in the planning of the main activities.
  • Keep the Program Manager informed at all times on the progress and challenges of the operational strategies.
  • Review all deliverables and reports prior to the submission to the donor and liaise with staff members and consultants to ensure that the quality of the deliverables and repons are according to set guidelines.
  • Provide timely narrative progress reports.
  • Maintain frequent contact
  • and develop fruitful working relationships
  • with community stakeholders and government institutions.
  • Attend relevant local and national meetings that are relevant in the light of the project.
  • Contribute to the planning process of the long-term project which will start after the 4.5-month inception phase.

Partnership management

  • Maintain frequent contact and develop fruitful working relationships with the partner organizations and in particular the staff assigned to this project.
  • Ensure that key operational information circulates properly within the project partners.
  • Monitor the partner organizations work against agreed work-plans and identify any problem areas or support needs.
  • Ensure partner-organizations’ reports (narrative and financial) are submitted timely and meet the required standards.
  • Monitor and continuously assess the progress of the project activities and recommend necessary adaptations in conjunction with the partner organizations.

Ensure effective financial and administrative management

  • Establish operating arrangements for financial management and accountability, including ensuring that all supporting documents are maintained, and an orderly filing system is in place.
  • Plan and forecast grant expenditure and project activities to ensure compliance with the project contract and budget and prevent overspending.
  • Monitor grant income and expenditure against monthly financial data and review it for accuracy and completeness.

Contribute to research and learning

  • Work with the research team, other staff members and the research consultant in the development of community indicators on psychosocial well-being, reconciliation, and economic development.
  • Work closely with the research team and a consultant to review of the literature related to the project theme.
  • Coordinate the fieldwork efforts for the development of research tools.

Contribute to the organizational development of CBS Rwanda

  • Stay up to date with and participate in wider organizational discussions and processes e.g., strategic thinking, the development and pursuit of thematic programming, representation and communications.
  • Support in the development of project proposals and concept notes.
  • Work with the Communication Officer on public relations activities in Rwanda e.g. establishing a website, radio and television broadcasting, designing brochures and inviting journalists, especially in relation to the project.
  • Doing any other task requested by line managers in relation to the success of this project.

Profile of the candidate
Essential skills and qualifications

  • Master degree in a relevant field (e.g. program management, psychology, sociology, social work, education, political science, anthropology, conflict studies etc.).
  • At least three years of experience in the field of project management and/or social work or counseling.
  • Demonstrate knowledge and experience in working in the domain of reconciliation, psychosocial interventions, research, and community development.
  • Knowledge of development/humanitarian principles and able to weigh project intervention risks and deal with sensitive issues.
  • Demonstrated experience in staff supervision, capacity building, project design, and budget management.
  • A track record of success in delivering results or conducting results-oriented project activities.
  • Proven record of providing training and workshops.
  • Highly familiar with community-based programs and participatory approaches in research.
  • Excellent analytical and communication skills and demonstrable ability to think strategically, innovatively and practically to improve program quality.
  • Broad knowledge of care work issues, rural development issues, gendered power relations, and household economics.
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with staff, program participants, government authorities and other stakeholders.
  • Excellent people-management and problem-solving skills.
  • Hard worker and a multi-tasker, who can work quickly and effectively with minimal supervision.
  • Being a native Kinyarwanda speaker but also fluent in verbal and written English.
  • Excellent analytical and communication skills, including writing and editing skills for a variety of audiences.
  • An honest, reliable and very accurate person, who is able to work under pressure.

Terms of employment:
The Project Coordinator is a full-time position and the person will be based at CBS Rwanda Head Office. However, the position involves regular field visits to areas where the project is being implemented. It will be a 4.5-month contract but with the possibility of extension after the long-term project is guaranteed and the performance of the coordinator is satisfactory. The Project Coordinator is expected to start on the 21st of January 2019.
