JOB DETAILS:
Korea International Cooperation Agency (KOICA) was founded as a government agency on April 1, 1991, to maximize the effectiveness of South Korea's grant aid programs for developing countries by implementing the government's grant aid and technical cooperation programs as well as promoting sustainable development, strengthening partnerships with developing partners, and enhancing the local ownership of beneficiaries.
KOICA started its first development cooperation with the Government of Rwanda in 2006, and the KOICA Rwanda Office was officially established in 2011 to extend and strengthen its activities in the country and the partnership with the government and the development partners. KOICA Rwanda Office is constantly seeking to improve the results of its work as well as the way it works with its competent and devoted employees.

Contributing poverty reduction and sustainable development of the Republic of Rwanda in line with Vision 2020 of the Republic of Rwanda and Country Partnership Strategy of the Republic of Korea; further strengthening the partnership of the two countries

Project/Program Officer (1)
Duties and Accountabilities:

  • Coordinates projects activities for ICT and education sectors
  •  Assists and coordinates communication schedules with partners
  • Provides administrative support to the managerial authority and team members
  • Assists in the demand and survey for the Korea International Development Volunteer(KIDV)
  • Does follow-ups on the progress of agreed actions between KOICA and partners
  • Attends technical working group meetings and produces reports
  • Produces documentation of project implementation and project designs
  • Assists monitoring and evaluation of projects and programs
  • Provides data based advice and oversight on sector issues in Rwanda to the managerial authority and team members
  • Assists staff in communication and resolving process
  •  Provides assistance for project management and office operation across boundaries


Selection Criteria:

  • Minimum Education/Experience: Master's degree with 2 years relevant experience or Bachelor’s Degree with a minimum of 4 years relevant experience
  • Preferred Education/Experience: Bachelors or Master's Degree in Project Management, business administration or any other related fields /Hands on experience in implementing and managing development projects


Required Competencies:

  • Good command of English and Kinyarwanda with effective communication skills
  • Computer literate with good knowledge of MS Office
  • Familiarity with project design, planning, and M&E
  • Compliance with standards and regulations
  •  Negotiation - preparation for negotiations involving multiple parties
  • Lead and Innovate - Develops innovative solutions
  • Collaborate within Teams and across boundaries with proactive attitude
  • Timely reporting skills and service oriented skills
