Role Description – Civil Supervisor

Client: A leading engineering and construction company specializing in large-scale infrastructure, energy, and industrial projects

Position Title: Civil Engineer – Civil Supervisor

Reports To: Construction Manager

Direct Reports: Civil Subcontractors, Structural Subcontractors

Matrix Responsibility: Civil and Structural Construction

Role Purpose

The Civil Supervisor is responsible for overseeing all civil and structural construction activities on site, ensuring that works are executed in accordance with approved drawings, technical specifications, project standards, contractual requirements, and safety regulations.

The role involves monitoring progress, quality, and compliance related to earthworks, foundations, reinforced concrete, structural steel, underground networks, and architectural finishes. The Civil Supervisor coordinates closely with contractors, QA/QC, engineering, and HSE teams to resolve technical issues and ensure timely and compliant project delivery.

Key Responsibilities

1. Construction and Execution Management

  • Supervise civil and structural construction activities and coordinate interfaces with other disciplines, including Marine, Electrical, and Mechanical works.
  • Manage on-site execution of the civil scope, providing technical guidance and specialist support as required.
  • Ensure full compliance of civil works with project specifications, contractual requirements, applicable laws, codes, standards, and the Project Quality Management Plan.
  • Support the QA/QC team in enforcing quality control procedures and inspections.
  • Organize and coordinate field engineering activities to resolve interface issues and site constraints.
  • Monitor and control materials related to civil works at site and subcontractor laydown areas.
  • Lead civil and structural subcontractors during planning, execution, and control of works, ensuring proper transfer and documentation of materials and equipment in line with project control procedures.
  • Review subcontractors’ daily progress and contribute to Daily Worksite Reports, including manpower allocation, equipment mobilization, and completed activities by area.
  • Verify dimensions, alignments, and elevations in accordance with IFC drawings.
  • Coordinate with engineering and procurement teams for technical clarifications and material approvals.
  • Support inspections and approval of completed works.
  • Review, validate, and report on subcontractor claims (monthly payments, extensions of time, scope variations, etc.) to the Construction Manager and Project Manager.
  • Supervise subcontractor personnel to ensure strict compliance with the HSE program and site safety standards.

2. Engineering and Document Review

  • Participate actively in engineering model reviews and constructability assessments to ensure practical and buildable design solutions at all project phases.
  • Review and provide timely feedback on civil-related design documentation, including drawings, specifications, and calculations, ensuring suitability for site implementation and compliance with contractual requirements.
  • Review civil documentation including, but not limited to:
    • Construction specifications and quality plans for civil works
    • Earthworks calculations and reports (topography, slope stability, etc.)
    • Design drawings for earthworks, reinforced concrete (ballast rings, concrete anchors, equipment supports, sleepers, etc.), and underground networks
  • Provide red-line markups and site updates on design documentation where required.
  • Review and provide internal approval for civil-related method statements and Inspection & Test Plans (ITPs).

Required Qualifications and Experience

  • Education: Diploma in Civil Engineering from an accredited institution
  • Experience: Minimum of seven (7) years’ experience in civil construction, preferably within oil & gas, energy, petrochemical, or large industrial projects
  • Language: Fluent or native-level English proficiency
  • Technical Skills:
    • Advanced proficiency in MS Excel and MS Word
    • Intermediate knowledge of AutoCAD
    • Solid experience using Navisworks Viewer
