Position Summary:
The QoS Back Office data analysis analyzes mobile and fixed network data. This position is responsible for continuous analysis of all telecom network operators’ performance to identify issues and anomalies for improvement. This role has key responsibilities that include telecom data analysis and reporting, performance monitoring, conducting thorough compliance assessments, and contributing to the development and enforcement of regulatory frameworks. The role involves analyzing network data, preparing reports, and presenting to key stakeholders to ensure networks operate in line with the regulatory guidelines.
Key Responsibilities:
- Analyze, report, and monitor mobile and fixed networks data to identify problems, ensure they comply with RURA’s regulations and technical standards, and provide high-quality and reliable services.
- Conduct back-end support and data analysis functions for field data collection teams.
- Manage data collected in accordance with the Regulations in force.
- Conduct QoS KPIs trend analysis, regional analysis, technology performance analysis, and other analysis which may be required to represent the collected data clearly and concisely to facilitate decision-making and the Operator’s accountability.
- Produce QoS reports for publication and stakeholder engagements.
- Conduct operator’s performance review, analysis & monitoring using Key Performance Indicators (KPIs);
- Collect and manage telecom data from various sources, including RURA and Operator Drive tests, network performance data, Crowdsource, and other sources to enrich the analysis and provide a 360° view of the QoS and QoE as per regulations in force and industry standards.
- Reporting & Documentation: produce comprehensive reports using all available tools, logs on network health, and efforts are measurable and effective.
Person Specifications:
Education and Experience:
- Bachelor’s degree in Telecommunications, Electrical Engineering, or any other related field with a minimum of 3 years of experience in Telecommunications, network monitoring, or network management within the telecommunications industry.
Required Skills and Competencies:
- Domain Knowledge: knowledge of mobile network technologies, namely 2G, 3G, 4G, 5G, Fiber, and wireless, operational standards. Ability to assess network QoS, performance, and compliance with regulatory requirements.
- Data analysis: ability to analyze complex data using spreadsheets such as Microsoft Excel or Google Sheets for basic calculations, data organization, and initial analysis.
- Data Visualization: able to translate complex data into clear, interactive charts and dashboards using tools like Excel, Tableau, Power BI, or Looker Studio.
- Analytical Skills: Strong analytical skills to evaluate complex network data, conduct compliance assessments, and identify areas for improvement in mobile network operations.
- Communication & Reporting: Excellent verbal and written communication skills, with the ability to prepare detailed reports, present findings, and engage with stakeholders at all levels.
- Probability and Statistics: Understanding core concepts such as mean, median, standard deviation, and hypothesis testing to draw accurate conclusions.
- Problem-Solving: Proactive and capable of addressing technical and regulatory issues, proposing practical solutions to ensure network compliance and optimal performance.
- Collaboration & Stakeholder Management: Proven experience in working with internal teams, mobile network operators, and regulatory bodies, fostering cooperative relationships to ensure regulatory compliance.
