1. Background and Rationale

Save the Children Rwanda, under the Zero Out-of-School Children (OOSC) Project, is leading the Go-To-School Campaign dubbed Umwana Wese Yige Campaign 2025 to mobilize stakeholders and promote school enrolment, especially for out-of-school children. A radio PSA will be produced to raise awareness among parents, caregivers, and communities. To ensure strong reach and reinforce campaign messages, Save the Children seeks to engage a service provider to produce a 3-minute radio spot public service announcement (PSA).

2. Objective

To produce and broadcast a 3-minute Public Service Announcement (PSA) that:

• Encourages parents and communities to identify and support out-of-school children.
• Promotes enrolment, school readiness, and retention.

3. Scope of work

The service provider will:

1. a) Produce:

• A 3-minute PSA in Kinyarwanda and recorded professionally.
• Include melodies and popular characters that supplement the messages targeting parents, teachers, local leaders, and caregivers.
