About the Role
Seeking a Civil/Structural Engineer (3–5+ years) to oversee RICA Seed Centre construction, ensure quality, and resolve site issues by producing and providing designs/drawings and other relevant technical specifications.
Responsibilities
Construction Quality Compliance
- Review construction plans, specifications, drawings, and technical documentation to ensure compliance with approved quality standards, codes, and regulations.
- Inspect construction materials upon delivery and verify quality, specifications, quantities, and conformity with approved submittals.
- Conduct quality compliance checks throughout construction and maintain accurate records of inspections, findings, non-conformities, and corrective actions.
- Review and/or prepare civil and structural engineering reports, drawings, and structural detailing to support quality assurance and project delivery.
Construction Process Oversight & Coordination
- Conduct regular site inspections to monitor construction activities and verify compliance with approved drawings, specifications, method statements, and quality requirements.
- Work closely with consultants, contractors, subcontractors, and construction teams to identify deviations and agree on appropriate corrective actions.
- Monitor construction processes continuously to identify quality risks early and ensure issues are resolved before they affect project delivery.
- Coordinate quality assurance activities with project teams to ensure inspections and corrective actions remain aligned with construction schedules and milestones.
Quality Control & Continuous Improvement
- Develop and implement quality control procedures and testing requirements across key construction phases, including concrete, structural, material, and installation works.
- Provide practical training and guidance to construction teams on quality standards, inspection procedures, testing requirements, and quality control practices.
- Investigate recurring quality issues, identify root causes, and recommend preventive measures to improve construction quality and reduce rework.
- Track quality performance and use inspection and testing findings to identify trends, risks, and opportunities for continuous improvement.
Quality Documentation, Reporting & Administration
- Establish and maintain an organised quality database covering inspection reports, test results, material approvals, non-conformities, and corrective actions.
- Maintain complete and accessible project documentation, including specifications, quality control plans, inspection schedules, and compliance records.
- Prepare concise quality reports that summarise inspection findings, outstanding issues, risks, corrective actions, and overall project quality performance.
- Coordinate inspection and testing schedules with construction teams to minimise disruption while ensuring quality activities are completed on time.
Stakeholder Coordination & Technical Support
- Facilitate clear communication between construction teams, consultants, contractors, and subcontractors on quality requirements, inspections, and corrective actions.
- Provide technical recommendations on construction quality issues and support teams in resolving deviations from approved designs and specifications.

Qualifications

- Bachelor’s degree in Civil or Structural Engineering or a closely related engineering field. Registration with the Institution of Engineers of Rwanda is an added advantage.
- 3 to 5 years of experience in construction quality assurance, quality control, site supervision, or civil/structural engineering, with demonstrated exposure to construction projects.
- Strong understanding of construction principles, quality assurance and quality control procedures, building codes, specifications, and regulatory requirements.
- Hands-on experience conducting site inspections, reviewing construction documentation, assessing materials, identifying non-conformities, and recommending corrective actions.
- Ability to review and produce engineering drawings, technical reports, structural details, and construction documentation, with proficiency in AutoCAD or other relevant CAD tools.
- Ability to work effectively with consultants, contractors, subcontractors, construction teams, and other project stakeholders.
- Proficiency in English and Kinyarwanda is required.
