Job Title: Senior Project Coordinator, Export Credit Guarantee Facility

Reports to: Director, Credit Guarantee

Purpose of the Job:

The Senior Project Coordinator will be responsible for coordinating and overseeing the implementation of the Export Credit Guarantee Facility (ECGF) within BRD. This role involves managing all aspects related to the ECGF program, ensuring its effective operations, and supporting exporters in accessing credit guarantees.

Key Responsibilities:

  • Develop and execute strategic initiatives to ensure the successful delivery of the ECGF project, aligning with the expectations of our funder.
  • Collaborate with internal departments to seamlessly integrate ECGF processes into our existing operational framework, thereby enhancing project performance and meeting funder requirements.
  • Work closely with the external Implementation Consultant (IC) to bolster the development and operations of the ECGF, including overseeing the drafting and ongoing refinement of the ECGF Operations Manual.
  • Collaborate with internal departments to seamlessly integrate ECGF processes into our existing operational framework, thereby enhancing project performance and meeting funder requirements.
  • Lead the engagement and negotiation efforts with Participating Financial Institutions (PFIs), ensuring that agreements align with ECGF criteria and project objectives
  • Continuously monitor and evaluate the performance of the ECGF, identifying opportunities for enhancement to meet project targets effectively.
  • Cultivate and maintain robust relationships with key stakeholders, including funder, Participating Financial Institutions (PFIs), government entities and the National Bank of Rwanda, to ensure compliance and support project success.
  • Establish a comprehensive monitoring and evaluation (M&E) framework to gauge performance metrics and project outcomes, ensuring compliance with stakeholders' and funders' requirements. This framework will facilitate regular progress assessments and enable data-driven decision-making.

Performance Indicators

Performance as a Senior Project Coordinator of ECGF will be assessed based on key performance indicators related to program effectiveness, stakeholders’ satisfaction, risk management, and financial outcomes.

Professional, academic qualifications and experience

  • A bachelor’s or master’s degree in finance, economics, business administration, or a related field.
  • Project Management Professional (PMP) certification or equivalent will be a valuable addition
  • Extensive experience in banking, finance, or trade finance, with a focus on credit guarantee programs.
  • In-depth and up-to-date knowledge of the Rwandan banking and (M)SME finance sector including Rwandan banking regulations.
  • Strong knowledge of export financing mechanisms and international trade practices is desirable.
  • Effective communication skills to engage with diverse stakeholders.
  • Demonstrated ability in monitoring and evaluation, with a track record of utilizing M&E frameworks to assess project performance and outcomes
