Position Summary
Plays an important role in the management, optimization, and efficient utilization of spectrum resources within the telecom network infrastructure. This position involves management of critical resources by following up of technological advancement trend and prepare licensing requirements/tools, analysis of incoming application and processing of licenses, keeping updated register of frequency spectrum usage, monitoring the frequency assignment in compliance with NTFA and developing required spectrum management regulations.
Key Responsibilities:
- Manage the spectrum management system (SMS) and use it for effective spectrum utilization and interference free environment
- Optimize the competitive allocation and efficient use of scarce resources, resolving conflicting demands and avoiding interference.
- Receive and analyze applications related to radio communication services
- Manage and Populate the Spectrum Management System (SMS)
- Conduct technical Analysis and assignment for radio frequencies
- Keep and update the register of frequency spectrum users, revise and update frequency assignment and licensing records in accordance to monitoring results
- Process licenses, license renewals and revocation for non-compliance and issue license for approval and signature
- Monitor regulatory and financial compliance of the licensed operators
- Produce management reports on licensing activities
- Conduct compatibility studies between new and existing services.
- Monitor frequency assignment in compliance with National Frequency Allocation Table (NFAT)
- Propose, develop and implement spectrum policies and regulations on allocations of frequency bands to services in accordance with NFAT, ensuring that correct frequency assignments are made
- Develop processes and procedures for spectrum assignment
- Analyze and respond to incoming frequency enquiries, and establish MoUs with stakeholders related to spectrum usage
- Participate in frequency management-related Study Groups, Working Parties, Conference Preparatory Meetings, World Radio Communication Conferences at regional and international levels (EACO, ATU, ITU, …)
- Provides technical assistance to all spectrum users and applicants
- Perform any other tasks that may be assigned by the supervisor
Required Qualifications:
Bachelor’s degree in Telecommunications Engineering, Information Systems Management, Electronics and Communication Engineering, Electrical and Computer Engineering, and Electromechanical Engineering, with a minimum of 3 years of experience in telecom network engineering, resource management within the telecommunications industry.
Competencies and Skills required:
Employee in this position should be able to demonstrate the following competencies and abilities:
- Demonstrated ability and knowledge in the specialized field of ICT/Telecommunication, especially in radio frequency engineering
- Ability to prepare and update the spectrum users register in accordance with spectrum management tools
- Understanding spectrum management reform and technology innovation is key
- Ability to lead the development /adoption and collaboratively enforce comprehensive ICT Guidelines, Regulations, policies and standards.
- Broad and current understanding of ICT/Telecom trends, in regard to spectrum management
- Demonstrate experience of working closely with spectrum users in enforcement of laws and regulations
- Ability to monitor spectrum assignment and usage in relation to the National Table of Frequency Allocations, Spectrum Release Plans, and Frequency Usage Forecasts.
- Ability to conduct studies and reviews of new technologies affecting spectrum requirements
- Ability to develop procedures for current and future spectrum award.
- Clear understanding of Rwanda regulatory environment
- Technical skills in ICT Policies and regulations
- Knowledge of technical standards and spectrum administration
- Demonstrated skills in applying and incorporating new and emerging technologies and trends into proposed solutions
- Core and leadership competencies that are essential in the middle management role, and at proficiency level required to this professional position as defined in the Competency Framework of RURA
Professional Qualification
Having one of the following professional certifications is added advantage:
- Certified Telecommunications Project Management (CTPM®),
- Certified Spectrum Management,
- Professional Certificate “Advanced Spectrum Management,
- Certified Telecommunications Analyst (CTA).
