Tender Overview

DUTERIMBERE ONG, in partnership with Trócaire, is implementing the Climate Just Communities (CJC) Programme in Karongi District. As part of this initiative, DUTERIMBERE ONG invites qualified and competent companies operating in Rwanda to submit bids for the supply and distribution of small livestock (goats and pigs) to targeted program participants in the sectors of Gitesi, Mutuntu, and Murambi.

The intervention aims to support income generation, improve household resilience and enhance agro-ecological practices through the use of organic manure and diversified food sources.

Program Overview

The Scottish Government Climate Just Communities (CJC) programme is a flagship programme under the Climate Justice Fund which is implementing community-led projects in Malawi, Rwanda and Zambia aiming for long-term climate justice and resilience within targeted highly vulnerable communities. 

The purpose of CJC is to develop and deliver, through a participatory approach, a series of interventions that build inclusive and climate change resilient communities. CJC achieves this by empowering local communities in the three countries to themselves: identify, plan, advocate for and implement priority interventions responding to the impacts of climate change they experience. The programme has a focus on strengthening equity and inclusion of highly vulnerable people including people with disability, women and youth exposed to climate extremes. It does this through empowerment for community planning, capacity building and delivering interventions.

The programme began in August 2023 and will end in March 2026. In October 2023 the three CJC country teams developed a joint theory of change which lays out short term, medium term and long term outcomes related to three pillars of justice: distributive, procedural and transformative[1]. In 2024 all three countries experienced extreme climatic events, with severe drought in Zambia, severe drought and floods in Malawi and severe floods in Rwanda, demonstrating the urgency for climate resilience. CJC work had to balance its focus on long term climate justice and resilience with disaster risk management and meeting high community needs for immediate livelihood and basic needs assistance, particularly for those most vulnerable.

Justification of Needs

The Climate Just Communities (CJC) program, operating in Karongi district and implemented by Duterimbere ONG, is focused to improving the livelihoods of vulnerable households by providing them with sustainable agricultural resources to ensure climate resilience of the right holders. As part of this initiative, the program plans to distribute 555 goats and 981 pigs, along with start-up veterinary kits, to identified households. The targeted program participants include elderly groups, people with disabilities, teen mothers, youth-headed households and other vulnerable groups within the district.

Objective

The objective of this assignment is to procure and distribute small livestock (goats and pigs) and to provide start-up veterinary kits to the identified households. The selected company will be responsible for ensuring the high quality of livestock and veterinary kits, as well as the timely and efficient distribution of the livestock to the beneficiaries.

The tender is categorized into three lots as below;-

Lot 1: Procure and distribution of small livestock in Gitesi sector.

Lot 2: Procure and distribution of small livestock in Mutuntu sector.

Lot 3: Procure and distribution of small livestock in Murambi sector

Scope of Work

The supplier is required to procure, Supply and distribute quality (Healthy) livestock as detailed below;-:

  • 555 Goats (Female) to selected program participants in Gitesi, Mutuntu and Murambi Sectors
  • 981 Pigs (Female) – to selected program participants in Gitesi, Mutuntu and Murambi sectors.
  • All livestock distributed MUST be in normal condition to adapt to the local environment and close engagement with local authorities especially the veterinary officers, cell and village leaders is paramount to ensure high cooperation and compliance during distribution.

All animals MUST be of quality (healthy) and in right quantity at the time of distribution.

Note: Livestock shall be distributed at cell level to facilitate accessibility with ease for people with disability and elderly.

Bid Submission Requirements and bidder’s expertise

Interested bidders must:

  1. Be specialized and registered in the field of livestock supply and distribution.
  2. Submit:
    • A signed application letter addressed to the Executive Secretary of DUTERIMBERE ONG.
    • A valid copy of the company’s registration certificate.
    • Proof of capacity to issue EBM (Electronic Billing Machine) receipts.
    • A detailed financial quotation, inclusive of:
      • Livestock unit costs
      • Veterinary kit for all livestock distributed
      • Transportation
      • Applicable taxes and related charges
  3. Ensure compliance with the technical specifications outlined above.
  4. Agree to physical verification of livestock by DUTERIMBERE ONG staff and District/Sector Veterinary staff prior to acceptance.
  5. Replace any livestock that does not meet the specifications at their own cost.
  6. Be ready to use a body weight tape during the verification process.

  • Bidders may be allowed to bid on more than one lot; however, no bidder will be awarded more than one lot
  • Notes: Local companies/builders fulfilling the requirements are highly encouraged to apply.
  • Bidders who are blacklisted by RPPA are not eligible to participate in this tender. DUTERIMBERE ONG reserves the right to reject such bids.
  • Prior to signing the contract, DUTERIMBERE ONG may request the successful bidder to provide a performance guarantee equivalent to 10% of the contract value.
