Terms of Reference

  1. Background:

The SUN Business Network (SBN) is one of the SUN Movement’s four global networks (Business, Donor, Civil Society and UN). The SBN is co-convened at a global level by the Global Alliance for Improved Nutrition (GAIN) and the UN World Food Programme (WFP), and has a small global team based in GAIN’s UK office, London. The SBN aims to support SUN Countries to engage with business within a multi-stakeholder, country-owned, approach to scaling up nutrition. The SBN supports SUN countries to build awareness of the importance of nutrition in the business community and engage with companies to advance nutrition through workforce practices, or provision of goods and services.  To date, ten countries within the SUN movement are building national business networks, while a further 29 countries have requested further support. The SBN has developed toolkits and templates for developing three-year SBN country strategies.

  1. SUN Business Network (SBN) in Rwanda

Addressing malnutrition in Rwanda is a top priority for the Rwandan government and development partners, with significant efforts being made to increase access to nutritious foods and raise consumer awareness of the benefits of nutritious food. Currently, there are several efforts to involve private sector in the nutrition effort in Rwanda, including the Rwanda FDA food fortification platform, Rwanda Standards Board (RSB) technical committees, the Food, Nutrition and WASH technical working group chaired by NCDA, the Private Sector Federation (PSF), to mention just a few. The SUN Business Network is a promising option to achieve this coordination. Under the umbrella of NCDA, SBN in Rwanda is convened by Sight and Life Rwanda and World Food Programme.

The organization is headquartered in Kigali Heights Complex, in the District of Gasabo, City of Kigali.

Sight and Life Rwanda is looking for a qualified service provider (individual or a consultancy firm) to develop the SBN ToR and National strategy for Rwanda

  1. Objectives
    • Main objective

The main objective of this consultancy is to develop the SBN Rwanda strategy, ToR and roadmap for establishing a country network.

  • Specific objectives and outputs of this consultancy

To work with the SBN global, or other commissioning group to develop a high level, three year strategy and topline workplan for SBN in Rwanda.

This will include:

  • Assessing existing SBN country strategies in the region for best practice and guidelines for SBN in Rwanda
  • Agreeing the key focus areas of the strategy (e.g. Nutrition-Sensitive agriculture/food fortification/consumer awareness & demand creation)
  • Outlining how existing/commissioned mapping studies can provide examples of the types of commitments or partnerships with business that need to be mobilised or scaled up, including a brief assessment of the enabling environment for interventions in the priority areas that could be scaled up and key constraints which will deter nutrition focused interventions.
  • Outlining gaps in existing mapping initiatives, or assessments of the enabling environment that require addressing  
  • Outlining how a membership and commitment platform would be established and implemented
  • Outline potential work streams that could support the SBN strategy
  • Suggest top-line options for consideration on resourcing and sustainability requirements for the network through an assessment of interest of local donor/aid agencies
  1. Recipient of this work

This work will be delivered to SBN Rwanda executive committee that will provide relevant background and support such as:

  • Appointments to meet with key stakeholders, including business, government, donors, civil society, and relevant nutrition stakeholders
  • Background information and reports on nutrition in Rwanda
  • Documents and materials from other SBN country programmes and briefings around relevant focus areas.
  1. Scope of the work, key activities will focus on stakeholder interviews and desk research around the following issues:
  • Identify issues/areas within relevant government strategy documents and action plans where the private sector could play an instrumental delivery role, through their core business operations;
  • Identify existing nutrition focused actions currently being carried out by the private sector in the priority areas and those companies that would be useful partners for SBN Rwanda; Identify those activities which have the potential for scale up to extend reach significantly.
  • Identify the major challenges within the enabling environment for business and food market systems that are preventing or could prevent private sector companies from investing in products and services that advance nutrition. This should focus on the key sectors or industries which have been identified as having high potential to have large scale impact on nutrition outcomes and existing interventions which are ready for scale up.
  • Identify donor priorities for private sector work in nutrition with a focus on the major donors and foundations working in Rwanda;
  • Propose the most effective ways for the SBN to dialogue, co-ordinate with existing effective companies, networks, Government and its partners nutrition actors, and donor supported programmes, identified in the mapping exercise, which are realising good nutrition outcomes.
  • Propose how the SBN mobilises companies within sectors/industries which have been identified as having potential for high impact in advancing nutrition. 
  1. Management of the consultancy

 The consultant or consultancy team will report on a weekly basis to SBN Rwanda Executive committee. The consultancy is for a period of 12 weeks and will be based in Kigali-Rwanda. The consultant or consultancy team’s travel will be agreed in consultation with the manager of this consultancy.

  1. Submission procedure

    Eligible and qualified auditing firms are required to submit:

  • Technical proposal that with clear indication of the profile, experience in conducting similar assignment and the proposed methodology reflecting a clear understanding of the assignment. The technical proposal should be annexed with the CV of the lead consultant
  • Financial proposal: Provide the details of the proposed fee structure in terms of budgeted hours and costs, inclusive of applicable VAT, although proposed fees will be taken into account, Sight and Life Rwanda reserves the right to negotiate a lower or different fee structure during the offer process
