  1. Introduction

Catholic Relief Services (CRS) was awarded a five-year (Oct 1, 2021 – Sept 30, 2026) USAID project, the Inclusive Nutrition and Early Childhood Development Program (INECD) implemented in consortium with four members; Humanity & Inclusion, UMUHUZA, TSI, UGHE and four sub-partners; CARITAS, AEE, YWCA, DUHAMIC implementing the Program in 10 districts (Kayonza, Ngoma, Rwamagana, Kicukiro, Nyarugenge, Rulindo, Burera, Nyabihu, Nyamasheke and Nyanza). The Program aims to improve the health, functioning, nutritional status, and wellbeing of women of reproductive age and adolescent nutrition and children under five years of age, with an emphasis on the 1,000-day window, strengthen inclusion of children and adults with disabilities, and improve positive parenting and child development.

  1. Justification

GKB is organizing a monthly adolescent girls and young women campaign and competition in GKB districts implementing the Community Action Cycle which are the districts with high rate of stunting among the 10 districts GKB is working with. The campaign will target adolescent girls and young women (AGYW) aged 10 to 24 years old, as per the National Nutrition Guidelines for School- Aged Children and Adolescents (2021) and the National SBCC Strategy for Integrated Early Childhood Development, Nutrition and WASH (2018-2024).

These are not relevant to the tender.

This is why GKB organized community events in Districts with high rate of malnutrition in the following sectors:

  • Nyabihu: Rurembo and Shyira
  • Burera: Rusarabuye and Gitovu
  • Ngoma: Sake and Zaza
  • Nyanza: Busasamana and Kigoma
  • Nyamasheke: Rangiro and Karengera

The objective of this campaign is to increase knowledge and improve optimal nutrition practices among targeted AGYW through entertainment and open discussion lead by nutrition expert and AGYW influencers in 10 sectors (2 per District for the 5 districts with high rate of stunting).

  1. Scope of work:

Develop 1 script for AGYW outreach campaigns, compiling approved 5 key messages through traditional means of communicating information rural communities;

  • Promoting health diet for adolescent girls
  • Promoting health diet during preconception, antenatal and lactating nutritional care in adolescents and young women, and providing additional micronutrients through fortification of staple foods and targeted supplementation in adolescents.
  • Introduction to anemia, symptoms of anemia, vulnerable group to anemia and how to prevent anemia among adolescent girls.
  • Role of male parents in health diet of adolescent girls.
  • Promotion of saving for adolescent girls.

Deliver performance dramas (theatrical and musical performances) in 10 identified sectors as mentioned above;

  • Use community radios (Radio Izuba, RC Rusizi, RC Huye, Ishingiro Radio) spots to announce the event;

Hire MC (a known Influencer and role model for AGYW) to facilitate the events;

  1. Expected results
  • Review the script for 5 key messages designed by Viamo will facilitate the development of the community and cultural outreach activities;
  • Meeting with the relevant GKB team members to gather relevant details about the assignment and discuss about the content of AGYW community events;
  • Design the campaigns’ script, seek inputs and approval from relevant GKB team members to maintain the genuine key messages;
  • Submit a proposal with the event strategy as well as M&E plan;
  • Deliver theatrical and musical performances in a way of addressing important nutrition AGYW nutrition issues through traditional means of communicating information (one per sector)
  • Printed key messages and banners will be taken by the service provider teams to put them up around the event sites.
  • Mobilize the local communities’ attendance especially AGYW and advertise the campaigns preferably via spot radio programs (Full 3 days prior to the event day);
  • On‐session photos and Video HD footage of at least 3 gatherings /campaigns;
  • Share M&E Report (ensure the participants number is well captured with exact number of participants)
  • Use of social media and Influencers

1.Required profile of the Audit Firm

Bidding firms will be required to meet the following criteria:

Experience and Expertise:

  • Bidders should have a proven track record in organizing and executing similar campaigns, especially those with an entertainment or creative focus.
  • Look for bidders with experience in theater production, sketch creation, influencer collaborations, event planning, and online content promotion.

Creative Team and Talent:

  • Bidders should have a skilled and diverse creative team including scriptwriters, directors, designers, content creators, and artists.

Entertainment Industry Connections:

  • Bidders should have established connections within the entertainment industry, including theater groups, comedians, influencers, and potential collaborators.

Campaign Conceptualization:

  • Bidders should demonstrate the ability to develop creative and engaging concepts that align with the campaign's objectives and target audience.

Understanding of Target Audience:

  • Bidders should showcase an understanding of the AGYW demographic and demonstrate how they plan to create content that resonates with this audience.

References and Testimonials:

  • Request references from their previous clients or partners to validate their capabilities and professionalism.

Innovation and Adaptability:

  • Look for bidders who can bring innovative ideas and are adaptable to changes in the campaign plan.

Firms meeting the above criteria are requested to submit their proposals in one PDF format containing the following:

  2. Confirmation of the firm’s understanding of the Terms of Reference (TORs) and its capacity and capability to deliver on the TORs;

Financial Proposal:

Provide an itemized list of the proposed fees for all 10 campaigns, including any incidental expenses. .

  1. Evaluation of Proposals

Submitted proposals will be evaluated by TSIR Tender Committee and will take into account the following evaluation criteria:

  • The firm adheres to the instructions in this call (20 marks)
  • The firm’s qualifications, experience and location (20 marks);
  • The firm’s experience and performance on comparable AGYW campaign engagement (20 marks);
  • Qualifications and experience of the key personnel proposed for the campaign (40 Marks).

The minimum technical score shall be 70%. The overall technical weight shall be 70% and 30% for the financial score.
