7.     Roles & Responsibilities

a.     Consultant

  • Read and understand all relevant CJC Programme documentation, including the community mapping and community-based needs assessment exercises, joint and country-level theory of change, programme delivery plan, result/logical frameworks designed as part of scoping phase.
  • Provide the inception report showing the methodology to be used and the workplan for the baseline.
  • Provide a draft and final report and updated CJC programme logical framework and results framework using findings from the baseline assessment.
  • Train and supervise programme staff in data collection process.
  • Oversee the entire process of data collection and validation to ensure unbiased and correct data collection, analysis, and use.
  • Comply with all reporting deadlines.
  • Consultant will hand over all datasets to Trōcaire, and afterward the consultant should delete their own copiesTrōcaire and SCIAF are the sole keepers and owners of the datasets.  
  • Adhere to Trōcaire and partner safeguarding and data protection principles more specific for handling of sensitive data.
  • Adhere to the EU GDPR.

b.     The consortium

  • Provide all relevant documentation and ensure that Trōcaire and implementing partners safeguarding and data protection principles are adhered too by the consultant.
  • Field staff to mobilize project participants and avail information to the consultant on how best to reach the participants in their community locations.
  • Avail programme staff to collect the data.

8.     Qualifications of the Consultant(s) or Consulting Team

a.     Education

  • Master’s degree or PhD in any of the following: Environmental sciences, agriculture, Economics, International Development, Social Sciences or Statistics or any relevant field of study.

b.     Experience, skills, and competencies

  • 7 or more years’ experience in program/project assessments studies more specific to baseline assessments and/or Monitoring and Evaluations (M&E) for a commercial contract.
  • Good knowledge of gender and inclusion approaches.
  • Community -based participatory methodologies.
  • Must have conducted not less than three program/project baseline studies from INGO assignments.
  • Must have advanced computer skills in Microsoft Office (Word, PowerPoint, and Excel). Advanced skills in statistical software such as SPSS or Epi-Info is an added advantage.
  • Expertise in using digital tools for data collection most preferably CommCare.
  • Good interpersonal skills, including the ability to lead a team and work with people from diverse ethnic, religious, and cultural backgrounds.

c.     Desirable

Interested registered consulting firms should demonstrate relevant experience in the following areas:

  • Strong background and experience of working in the country and programme context.
  • Good command of English, French and Kinyarwanda with ability to present and moderate discussions in any of these languages.
  • Working within agreed deadlines while producing high quality work output.
  • Familiar with the climate and environmental vulnerabilities in the districts of implementation.

Inception report

The consultant is expected to present the inception report upon signing the contract in line with the agreed timelines. The inception report will be presented at least four days from the date of the contract signing. The inception report will clearly articulate the clear understanding of the terms of reference for the assignment. The consultant will need to articulate the methodology, articulate the format of presentation of the deliverables, data collection methods, tools, and sources as well as proposed timelines for the delivery of the assignment. This inception report should also include a risk analysis matrix for the CJC baseline assessment.

the draft report presented and discussed with the consultant and CJC programme team.

Draft baseline report

The Consultant is expected to produce and share the draft narrative baseline assessment report, logical model, and results framework for the CJC programme using Trōcaire’s templates. Both the narrative report, logical model and the results framework will be presented to Trōcaire for inputs and as well a validation workshop held with the consortium upon which the consultant will incorporate the issues to produce a final report.

After completing the draft narrative report, logical framework and results framework, the consultant will make a presentation to partner staff and community representatives of the programme participants with emphasis placed on the key findings of the baseline assessment and recommendations. The consultant will coordinate with the programme staff to conduct this dissemination workshop.

10 January 2024 – before COB Rwanda

Final report and handover all datasets to Trōcaire

After incorporating the feedback from the management and project team and validation meeting, the consultant will then prepare and submit the final narrative report, logical model, and the results framework to the CJC Chief of Party while keeping the MEAL Advisor in copy.

Note that duration of the entire baseline assessment should not exceed 40 days including the weekends.

10.  Conflicts of interest

Any conflicts interest involving an applicant must be fully disclosed to Trōcaire. Failure to disclose a conflict may disqualify an applicant or invalidate an award of the contract. Applicants are required to declare any current or past work which might reasonably be considered to represent a conflict of interest. It will be for Trōcaire to decide if a material conflict of interest exists and applicants in doubt in this regard should seek the advice of Trōcaire. Conflict of interest statement: Applicants should state clearly whether they have an actual or potential conflict of interest with the staff, volunteers, and/or board of Trōcaire.

11.  Safeguarding

All consultants who work for Trōcaire will be required to sign and abide by Trōcaire’s Safeguarding and Data Protection principles. Any instances of breach of the Trōcaire safeguarding and data protection policy by the consultant and his or her team members will result into the immediate cancellation of the contract between Trōcaire and the consultant. In addition, any pictures taken of the participants by the consultant should be only after the consent of the programme participant and signing of the Consent Form.

12.  Intellectual Property

Any concept, guidelines or other material developed during the contract will be considered the property of Trōcaire as well as SCIAF and may be used by both organizations at any time.

13.  Termination of Contract

Trōcaire reserves the right to terminate the contract at any stage on payment of reasonable and agreed costs accrued to the date of termination. The contract may be terminated by either party on giving appropriate written notice.

If at any stage during the contract, the goods / services delivered by the tenderer is found to be unsatisfactory, the contract may be terminated by Trōcaire. In the event of such a termination, the tenderer will only be entitled to receive payment in relation to the acceptable goods / services rendered at that time.

14.  Submission of Tenders

Consultants/Consulting companies submitting EOIs should submit the following:

  • Technical bid showing clear understanding of the scope of assignment and examples of similar assignments done before.
  • Financial bid with clear breakdown of costs. The financial proposal should be inclusive of tax and quoted in Rwandan Francs (RWF) clearly indicating the services/goods in the subject heading.
  • VAT Registration and Tax Clearance Certificate.
  • Payment terms and pricing structure.
  • Contact details of 3 references.
  • Proof of registration
  • Contacts of account relationship manager(s) proposed.
