Background And Project Description

The Government of Rwanda (GoR) has demonstrated a strong commitment to transform Rwanda’s economy to a Green, clean and resilient Economy. This intent is well articulated in the National Strategy for Transformation (NST), Vision 2050 and the currently under the revised-Green Growth and Climate Resilience Strategy (GGCRS). This is coupled with the Updated Nationally Determined Contributions that Rwanda submitted to UNFCC last year (2020) as well as inclusive efforts in place to implement Sustainable Development Goals (SDGs). In 2020, Rwanda Environnent Management Authority signed an MoU with Private Sector Federation (PSF) to support among others; development of a strong institutional cooperation through technical and legal intensive evaluation for promoting circular economy strategies and implementation plans as well as support a joint administrative team between private cooperation and investment in sustainable plastic manufacturing, re-use, recycling and waste management. From this MoU, the project titled “Sustainable management of Single use Plastics (PET)” was developed to support collection and re-use of plastics/single use plastics in Rwanda.

The objectives of this Project will be achieved through the following outputs:
Output 1: Mechanisms for collection, transportation, disposal and recycling of single use plastics established and supported.
Output 2: Financial mobilisations/contributions from industries enhanced.
Output 3: Capacity development, research, dissemination and awareness raising programs supported.
Private Sector Federation (PSF) is responsible for resource mobilization while Rwanda Environment Management Authority (REMA) technically support in the implementation of the project.

Objective Of This Call For Proposal
In order to accomplish the mission of the PET Project, the Private Sector Federation (PSF) in partnership with Rwanda Environment Management Authority (REMA) wishes to hire a competent national consultancy firm to perform tasks related to the mechanisms for collection, transportation, disposal and recycling of single used plastics.

Description Of Responsibility Of The Consultancy Firm
In close collaboration with the stakeholders from areas where the project is expected to take place, REMA, MoE, PSF, MINICOM, RSB, RICA, RRA, Districts the company shall:
1. Develop an inventory of waste resources by conducting baseline assessments of single use plastic wastes;
2. Establish waste monitoring systems and a system of regular collection of data on levels of single use plastic wastes and support to develop monitoring tools;
3. Develop and implement a system of waste separation at source including considerations for special focus should be on of single use plastics, toxic and hazardous wastes to build the capacity of measuring the quantities of waste generated and allow transport to specific waste collection sites;
4. Develop and implement a system and mechanisms for collection, transportation, disposal and recycling of single use plastics;
5. The company should estimate the total cost of the whole process and propose model for its funding. The funding may be a mixte from vorious sources, such us manufactures, importers , revenue from collected single use plastics and other stakeholders.

Methodology
Interested firms will propose a detailed methodology on how they intend to approach the work and deliver on the defined outputs. A good methodology should include at least how the consultancy firm plan to:
• Map out the amount and location of all single use plastics to be managed;
• Hire and train workers to be able to manage all single use plastics in respect of safeguard measures of the Ministry of environment and REMA;
• Coordinate management of single use plastics collection, transport and recycling.
• Laslty, It should demonstrate how the company will work with other institutions in supervising, coordinating the management of single use plastics and will ensure safe management of collection, transportation, disposal and recycling of single use plastics and how these activities will be funded.

Timeline Of The Consultancy
The duration of the contract is for 4 years renewable counted from the date of contract signature.

Institutional Framework
The company will be hired by the Private Sector Federation (PSF) under the PET project. PSF through PET Project will be responsible for overall contract management with the technical support of REMA. Under PET project a team of technical committee made of the project manager, technical experts from various Ministries and affilieted agencies to REMA involved in the management of the project like MoE, PSF, MINICOM, RSB, RICA, RRA representative will oversee the activities and their implementation and provide a regular report to PET national steering commettee.
The technical team will assess the quality, effectiveness and efficiency of the work being accomplished. , the technical team will also provide technical guidence and approve procedural process proposed by the company to ensure a safe and sustainable management of single used plastics.

Confidentiality And Data Ownership
All data should be treated as confidential and should remain the property of the Government of Rwanda. No data or other information from this project will be released to third parties without the written approval of the Government of Rwanda.

Evaluation Criteria
The selection of the best firm/company to develop and implement the system and mechanisms for collection, transportation, disposal and recycling of single use plastics are detailed in the table below:

Required Competencies/Skills
Criteria

5 years of general experience in the management of Municipal Solid wastes and special wastes such as toxic and hazardous wastes (Collection and Transport)
Waste management Registration Certificate from RURA with license to cover the national territory (The company may sub-contract other RURA licensed companies in the same business to ensure coverage of the whole country territory and these subcontracting companies should be indicated in the proposal).
Appropriate equipment and Human resources capacity to carry out the assignment
Proposed model for the development and implementation of an appropriate system and mechanisms for collection, transportation, disposal and recycling of single used plastics
Appropriate proposal for Inventory of waste resources
Proposed waste monitoring systems and appropriate system of regular collection of data on levels of single use plastic wastes and support to develop monitoring tools
Proposed system of waste separation at source in urban centres including considerations for special wastes such as toxic and hazardous wastes to build the capacity of measuring the quantities of waste generated;
Appropriate system and mechanisms for collection, transportation, disposal and recycling of single use plastics.

Expertise and experience of the team
1. Project Manager (Team Leader)
Bachelor’s degree in project management, Sanitation or related fields.
Minimum of 5 years relevant experience in projects working on Municipal Solid wastes management and environmental management
At least 5 years of experience in coordinating large teams preferably in waste management at large scale
At least 5 years of experience in project management
IT competences
Fluent in English and Kinyarwanda (speaking and writing)
2. Environment and social safeguards expert Bachelor’s degree in environmental sciences, hazardous waste management,
A minimum 5 years of experience in developing environmental and social safeguards
A minimum 5 years in developing environmental and social safeguard
At least 5 years of experience in preparing and reviewing project reports
IT competence (Excel, Word and PowerPoint)
Fluent in English and Kinyarwanda (speaking and writing)

• Letter of interest addressed to the CEO of Private Sector Federation
• Valid tax clearance for local companies
• Certificated of incorporation
• Proof of being able to provide electronically generated bill (EBM) for local companies
• Valid Certificate issued by Rwanda Social Security Board (RSSB) for local companies
• Completion certificate/s of similar services performed in the past if any
