Terms Of Reference To Recruit A CSOs Strategic Planning Facilitator For The CRA Project

1. Background
CCOAIB in partnership with OXFAM Germany, OXFAM UK/ Rwanda and DUTERIMBERE ONG have secured funds from the European Union to implement the project called “Rwandan CSOs engage in Climate Resilient agriculture and sustainable energy initiatives (CRA project)”. This is a joint project implemented by a consortium of 3 organizations: CCOAIB, OXFAM and DUTERIMBERE ONG, whereas CCOAIB is the coordinator. The duration of the project is 30months (from 15th October 2020 to 14th April 2023).

By building up Rwandan CSOs’ advocacy skills, and by fostering the creation of a Rwandan CSO climate action network, the action will enable CSOs to contribute meaningfully to climate-relevant local and national governance processes. Local leaders and decision-makers will benefit from CSOs’ proximity to communities and their knowledge of the local environment and population. Further, the action will increase local CSOs' capacity to perform their roles as independent development actors by building up their capacity to spread climate-resilient, agroecological approaches for improved resilience and sustainability of smallholder agriculture, thereby fostering their contribution to Rwanda’s rural development processes.

By enabling CSOs to feed smallholder farmers’ needs and perspectives in Rwanda’s policy processes as well as spreading climate-resilient approaches to local communities, the project will contribute to a more sustainable, climate-resilient and low carbon agriculture sector in Rwanda.

The number of direct beneficiaries is expected to be 8,000 smallholder farmers and their households and communities, 40 CSOs, 100 decision-makers at local levels, and 20 rural enterprises/SMEs. The number of indirect beneficiaries is expected to reach 32,000 people.

All these target groups already identified will need capacity building actions to allow them to become active actors not only of the CRA project but also of the climate-resilient agriculture and smart energy promotion in their respective districts.

2. LOTS AND OBJECTIVES OF THE CONSULTANCY
2.1. LOTS

There is only 1 lot of this capacity building consultancy work:

Lot 1
Support CSOs to develop climate change action plans (Activity Nr: 6224)
• Facilitation session will take place in the quarter 4 (year 1) of the project (August-October 2021);
• Duration: 4 days;
• Beneficiaries: 40 people from CSOs;
• This training aims to support CSOs to develop/update their climate change action plan.

2.2. Objectives
Goal: Contribute to the capacity building of the CRA project’s target groups towards improving their role of advocacy and technical support to the community on agroecological and climate-resilient agriculture domains in Rwanda

Specific objectives:
• Specific objective 1: Develop a training module on a climate change and resilience-based strategic plan design of a CSO
• Specific objective 2: Facilitate a climate change and resilience-based strategic planning workshop for the targeted CSOs

3. Roles and Responsibilities
CCOAIB team will oversee the training. This team will be responsible for:
• Providing guidance to the consultant,
• Follow up the whole process of training,
• Prepare training venue, participants and other related logistics,
• Provide inputs & comments to all deliverables of the work,
• Approval of all deliverables of the training module,
• Responsible of overall accountability of the training.

The consultant/s will be expected to:
• Participate in briefing and consultative meetings on the assignment,
• Develop a work plan and inception report that will direct the training,
• Develop training module,
• Work scheduling and reporting (drafts & final reports of the work),
• Conduct the whole process of the training,
• Collect all the tools deemed important to the successful accomplishment of the training such as pictures, records, reports and any other material developed or used in the matter of this work and submit them to the client.

4. Deliverables
The following services and outputs are expected from a hired consultant:
• A detailed training inception report highlighting the methodology and work plan;
• Comprehensive and tailored training module;
• Draft and final reports for the training;
• Soft copies of all tools used in the matter of this training such as PowerPoint presentations, manual, pre and post evaluation tools, etc.;
• The reports (in English) should be submitted to CCOAIB in line with the timeframe; which will be agreed upon during the signing of the consultancy contract.

5. Timeframe
It is expected that the planned work will require not more than 8 consultancy/ working days, including the preparation of tools, conducting the training session and reporting.

6. Selection Criteria
The consultant or consulting firm who will take the responsibilities of providing required training should fulfil the following:
• The lead consultant must hold at least a Master’s degree in one of the fields: Agriculture, Projects Management, strategic management, agroecology, Policy Analysis, Development studies, or other related studies. RDB registration certificate should be presented for firms/ companies;
• Strong demonstrable understanding of the Rwandan agriculture and energy sectors and policy framework;
• Having an experience of at least three (3) years facilitating strategic planning sessionss, leading workshops and other similar events related to Agriculture, Strategic management, Agroecology, Smart energy, Policies and Programmes and project planning, implementation and monitoring;
• Using EBM (Electronic Billing Machine) approved by Rwanda Revenue Authority (RRA) in invoicing is a MUST. A copy of an invoice delivered will be attached as proof;
• Presenting the VAT registration, valid Tax Clearance Certificate and the proofs of tax payment for last quarter;
• Experience in working with CSOs, NGOs and public institutions is an added value;
• Good command of English and Kinyarwanda;
• The proposed technical offer should be comprehensive, detailed and specific to the work advertised. Current CVs of consultant (s) engaged in the research should be included, with clear tasks; while the financial offer should consider value for money.;
• Proven experience in developing/facilitating strategic plans design, especially in climate change and climate-resilient agriculture matters would be an advantage.

7. Intellectual property
Any concept, handout, guideline or other material developed during the contract & used in a matter of this training will be considered as a property of CCOAIB
