TERMS OF REFERANCE FOR CONDUCTING END OF PROJECT EVALUATION

INTRODUCTION 

Background to ARCT-Ruhuka 

The Rwandan Organization of professional Trauma Counselors (ARCT Ruhuka) is National Organization formed in 1998 and officially registered as non-governmental organization in 2004, under the ministerial decree no 97/11 of 28th July 2007, and legally registered by Rwanda Governance Board with a Certificate of Compliance on the 12/09/2013.

Our Vision:

ARCT-Ruhuka envisages a Rwanda where all people have access to integrated mental health services.

Our Mission

To lead the development and application of innovative psychosocial approaches to mental health services and strengthen professional capacity in understanding, treating and preventing mental health problems. 

Consultancy context 

With the support of Kindernotehilfe (KNH), an international Christian child rights organization ARCT-Ruhuka has been implementing a four-year “ Friendly Environment for Children (FEC) Project ” in 4 sectors of  Byumba, Rukomo, Manyagiro and Rubaya of Gicumbi District, from March 2020- Feb 2024.

The project overall goal is contributing to a society free from child rights abuse and duty bearers maintaining an environment for children to enjoy their childhood and realize their full potential.

The project objectives:

  • Strengthened duty bearers that perform their roles and responsibilities to adequately prevent and respond to child rights violations and abuse in targeted 4 sectors of Byumba, Rukomo, Rubaya and Manyagiro in Gicumbi district
  • Strengthened and empowered Child protection structures to fight for their rights and raise voices towards child protection in targeted 4 sectors of Byumba, Rukomo, Rubaya and Manyagiro in Gicumbi district
  • Empowered children that know their rights and are actively participating in identification, preventing and reporting cases of child abuse in the targeted 4 sectors of Byumba, Rukomo, Rubaya and Manyagiro in Gicumbi district.
  • Enhanced Institutional capacity, Coordination, partnership, program monitoring and learning for increased impact.

To that, ARCT RUHUKA is seeking to recruit a consultant (Individual or firm) who will conduct the project endline Survey to evaluate the impact of the Friendly Environment for Children (FEC) project on children, Duty bearers, parents and caregivers concerning child rights protection and participation, the relevant of FEC Project interventions for Project beneficiaries (Children) and how sustainable will be the activities of FEC Project in 4 sectors of  Byumba, Rukomo, Manyagiro and Rubaya of Gicumbi District.

FEC Project Endline Evaluation Purpose

The objective of the endline Evaluation survey is to evaluate the overall impact of FEC project, in 4 Sectors of Gicumbi District. The Endline Evaluation will be done by referring/using and checking the baseline report. 

Specific objectives of the endline evaluation will be to: 

  1. Assess the effectiveness, efficiency, impact and sustainability of the project initiatives.
  2. Identify any problems or challenges that the project has encountered and propose strategies for future interventions.
  3. Identify lessons learned during project design, implementation and management to issue recommendations, for future interventions
  4. Assess the performance of the project and capture project achievements, challenges and best practices to inform future similar programming.
  5. Assess the progress made by the project in fulfilling its agreed objectives through the planned activities.

Key partners or Key beneficiaries

200 Participants from Stakeholders, children, youth, teen mothers, parents and families at risk of Gicumbi District in sectors of Byumba, Rukomo, Manyagiro and Rubaya, will participate in the endline evaluation. 

Methodology 

The endline evaluation is comprised of a quantitative, and a qualitative component of Key Informant Interviews and Focus Group Discussions amongst the different stakeholders in the project. 

  • Document reviewed including relevant data
  • Quantitative survey with 200 targeted Stakeholders, Duty bearers, children, youth, teen mothers, parents and families at risk which 50 from Byumba, 50 from Rukomo, 50 from Manyagiro and 50 from Rubaya Sectors
  • Qualitative interviews with key duty bearers and partners (FGDs, KII, questions and responses) 

Time line for the endline Evaluation survey

The endline Evaluation survey is planned from 1st December 2023 and the Final report should be released no later than 15th January, 2024. 

Deliverables

The following deliverables are expected from the consultant: 

  • The consultant shall submit an inception report after signing of the agreement detailing the endline evaluation survey methods, tools and work plan and consent form.
  • Develop endline evaluation survey proposal including problem statement, research questions, and conceptual frame of the survey;
  • Prepare a schedule for fieldwork,
  • Present to ARCT RUHUKA the Draft Report and the Final Report to stakeholders for validation,
  • A draft report is expected with integrated comments from the consultant before the final report.
  • The consultant shall submit a final report in both hard copies and electronic copies along with all survey data, transcripts of the Focus group discussions, and photographs with consent forms.
  • The report will be written in English language and must be comprehensive. Completed checklists, questionnaires, case stories, photos have to be submitted to ARCT Ruhuka.
  • The Consultant who will selected for the activity will sign the code of conduct for Child protection and safeguarding of program partcipants. 

Education and experience required 

The consultant should:

  • Have previous experience and expertise in carrying out Evaluation surveys or other similar assignments related to child rights.
  • Have a good experience with participatory research methods and tools including child-friendly ones.
  • S/he should have competency in managing, organizing, and interpreting quantitative and qualitative data and information.
  • Have experiences in working with Focus group discussion (FGDs).

The consultant(s) should have the following academic qualifications and experiences:

  • The Consultant should have a minimum Master’s Degree in Law, Psychology, social studies or any other developmental field with minimum 5 years experiences in undertaking similar type of studies.
  • Consultant(s) should have a comprehensive understanding of the tools development and draw the information from the baseline data and analytical report writing skills.
  • Ability to be mobile and available for the duration of the survey independently.
  • Good written and verbal communication skills in Local language and English.
  • Experience with using technology as well as using a voice recorder.
  • Able to communicate effectively and work in the project areas in Gicumbi District in 4 Sectors of Byumba, Rukomo, Rubaya and Manyagiro, for the duration of the data collection. 

Documents required endline Evaluation survey 

Interested and qualified candidates (Individual or firms) should submit their applications addressed to the Chairperson which should include the following:

  • Application letter for the Endline Evaluation survey FEC project addressed to the ARCT Ruhuka Legal Representative
  • Signed and current detailed Curriculum Vitae or CVs of people to work on the assignment
  • At least 4 Letters of good completion of similar work
  • Technical proposal with implementation plan/schedule of the work with clear time lines and methodology to be used.
  • Financial offer

Applications should be sealed in 2 separate envelops; one for the Technical offer and another for the Financial offer, with 3 copies 1 being original to be deposited at ARCT-Ruhuka Head offices in Kibagabaga not later than  20/11/2023 at  14.00 am local time.
