Background and Context.
The Rwanda Chamber of Tourism was established in 2006, with a mandate of enhancing business opportunities through effective lobbying and advocacy for the tourism and hospitality industry in Rwanda.

The Chamber of Tourism now boasts major players in the industry including SIX associations namely: i) Rwanda Hospitality Association (RHA), ii) Rwanda Tours and Travel Association (RTTA), iii) Rwanda Safari Guides Association (RSGA), iv) Rwanda Hospitality and Tourism Educators Association (RHTEA), v) Rwanda Association of Travel Agencies (RATA), vi) Rwanda Community Tourism Association (RCTA) and one Destination Management Unit Kivu Belt (DMU).
Rationale of the assignment

Description of assignment:
The Chamber of Tourism in partnership with GIZ Eco-Emploi established a Destination Management Unit in the Kivu Belt area. The source of this idea lies in the Rwanda Sustainable Tourism Master Plan, which proposed the establishment and promotion of several Destination Management Areas. The areas Rubavu, Karongi and Nyungwe are interconnected by one particular attraction: Lake Kivu. That is why, the three are being combined within the framework of one common tourism organization: The Destination Management Unit Kivu Belt. The responsibility of the DMU is to coordinate all tourism actors and activities in the area. The DMU is responsible for the coordination of all tourism actors and activities in the area including tourism product development, destination marketing and capacity development. Linked to the activities of the DMU is the digitalization of the Kivu Belt including the creation of a website and social media channels on Twitter, Facebook and
Instagram represents all the actors of the Destination Kivu Belt. In order to reach more visitors through social media channels and webpage, professional social media management is necessary.

Purpose and scope of the assignment:
The general objective of the assignment is to reach out to a high number of users/followers and attract more traffic to the Kivu Belt website.

The assignment includes:
Creation of written content/ads for the Chamber of Tourism/DMU’s social media channels: Facebook (Posts), Twitter (Displays), Google (Search & Display), and Instagram (Posts).
Posting the approved content throughout all channels mentioned above on a regular basis.
Editing the visuals before uploading on all platforms.
Cover the costs for Online Media for the ads throughout all the channels mentioned above. (Boosting ads and posts on a regular basis)
Content Development and distribution of monthly newsletters for the Chamber of Tourism/Destination Kivu Belt.
Regular reporting of statistics of engagement, ROI of ads, and reach of social media campaigns, and be able to trace which groups like, engage, and follow our content.

*The topics of the posts and newsletter are to be agreed on with the Communications and Marketing Department (Rwanda Chamber of Tourism and DMU)

Deliverables:
Create posts/ads on a weekly basis for Facebook, Twitter, Google, and Instagram with fitting photos (to be provided by Chamber of Tourism/Kivu Belt DMU).
Coordinate and cross-check content with the Chamber of Tourism and DMU staff.

Cover all expenses related to online boosting, promotion of content and ads.
Create and distribute 1 monthly newsletter for the Destination Kivu Belt and 1 for the Chamber of Tourism.
Buy software needed for content creation like adobe suite and MailChimp.

Reporting and cooperation:
The consultant will report to the Chamber of Tourism Director of Operations and the implementation of the assignment will be jointly monitored by the DMU team and secretariat of the Chamber of Tourism
The steps and activities of the assignment will be decided together with the Chamber of Tourism & Kivu Belt DMU.

Contract period: six months’ renewable
Qualification
For the assignment, the following characteristics and competencies are essential:
The Consulting communications agency(s) should meet the following criteria;
At least 5 years of provable work experience in the field of communication, journalism, and/or marketing.
Excellent English skills (especially written).
Excellent digital marketing skills.
Excellent provable experience (name reference projects) in content creation for web pages and/or social media.
Excellent skills in social media management/advertising, google advertising, and email marketing.
Knowledge about the structure of the Chamber of Tourism, its member association, and the Destination Kivu Belt.
Knowledge of the Kivu Belt area.
Excellent time management, and organizational skills
Organize and prioritize work to meet deadlines.

Technical Proposal: A Technical Proposal with a brief description of why your Consulting Firm or you as a consultant would be considered the most suitable for the assignment, relevant expertise, and a detailed, clear methodology, on how your approach to complete the assignment will be. The Technical Proposal should also contain portfolios, recommendations, and Resumes. All documents shouldn’t exceed 4 pages.

Financial Proposal: The Financial proposal indicates an all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in RWF and VAT included.
