Background
The Friedrich-Ebert-Stiftung (FES) in partnership with the Congrès du Travail et de la Fraternité (COTRAF) is implementing EU-funded 3 years project to foster social protection, social dialogue, minimum wages, and the respect of national and international labour norms in Rwanda. The project will target three sectors: Mining, tea, and education. These sectors are simultaneously facing enormous challenges in terms of gender imbalance, occupational safety, and low income. All three sectors are important for the Rwandan economy and reflecting the needs of local and national solutions because the social dialogue on enterprise level is often not well developed neither in the tea nor mining industry. The working conditions are often poor and minimum standards of occupational safety are lacking. Those negative factors affect in general all workers but women (especially in the areas of tea and education) and children (mining) in particular.

Today’s youth will be tomorrow's decision-makers and actors. If fundamental and structural changes should occur, it must be ensured that, those who will take responsibility in the future are prepared, trained and capable. Therefore, young professionals as "Actors of Tomorrow" should be empowered with knowledge and skills about decent work and social protection to support them to develop their own contributions to the decent work, to debate on the current Rwandan Labour Code and on the special provisions for the effective protection of TU representatives in companies.
From the above background, a training has been developed to guide the implementation of the overall youth academy program. However, there is still a need of a professional trainer who will lead and deliver various trainings with respect to the training manual. It is from that perspective that COTRAF and FES want to recruit a trainer who will oversee and lead training program.

The aim of this consultancy service
The main aim of this call for application is the recruitment of qualified and professional trainer who will lead the youth academy program in close collaboration with the Program Manger.

Specific objectives
• To plan, implement and monitor the youth academy to ensure that planned sessions are in line with the EU projects and youth academy training manual
• To elaborate specific training modules and other material for planned sessions
• To work with the program manager on the agenda of sessions and related topic
• To work with other speakers and to ensure that the training manual is followed
• To deliver quality training with diversified tools and methodology for young adults learning
• To work on monthly, quarterly and annual reports as needed

Key deliverables. and scope of work
• To deliver training that will equip participants with the basic knowledge on the core areas of this project namely: ❖ Rwanda labour law ❖ ILO core labour standards ❖ Negotiation techniques ❖ Social dialogue ❖ Sustainable Development Goal 8 (SDG8
• Reporting on training (supervision and collaboration) and evaluation of the program. The trainer will provide progress report to COTRAF-RWANDA and FES.
• To produce the final technical report that describes input, out puts, milestones and outcomes and impact if any at the end of youth academy program with reference to EU project.

Qualifications of the trainer.
• Expertise in trade union movement in Rwanda, labour rights, and the legal framework on labour matters.
• Experience in young adult learning approach and community empowerment (delivering trainings and workshops with diverse methods)
• Knowledge on the national and international labour standards
• Knowledge of ILO core labour standards and sustainable development goals (especially SDG8)
• Expertise in negotiation skills and social dialogue
• Expertise in project management including project reporting
• Ability to train young academic professionals
• Ability to analyse existing documents and to conduct intellectual and professional reports

Required Skills and Experience Education
• Advanced University degree in Law, Education, Social sciences, or any related degree.
• Minimum of 5 years of relevant experience is required.
• Proven experience in the execution of (youth) trainings.
• Excellent written and spoken English and Kinyarwanda
• Knowledge of French will be an added.

The expression of interest should include the following:
• Updated curriculum vitae that clearly spells out qualifications and experience in relation to this assignment.
• A motivation letter about the assignment
• Contacts of 3 organizations that have recently contracted the consultant to carry out a similar training or course.
• Financial proposal for this training.
