TERMS OF REFERENCE FOR AN INDIVIDUAL CONSULTANT TO REVIEW AND UPDATE THE EXISTING INTERNAL PROCUREDURES AND OPERATIONS MANUAL(POM) FOR FAWE RWANDA CHAPTER

1.BACKGROUND

The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 33 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE Africa was founded in 1992 with a mission to provide quality education for girls and women.  FAWE Rwanda is one of 34 National chapters and was started in 1997. Since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.

  1. PURPOSE

The purpose of hiring the services of the consultancy is to review and update the existing FAWE Rwanda procedures and operations manual. The Individual consultant will consult the management of FAWE and the executive Committee and staff with the aim of understanding the context. The outcome should be a revised and updated POM which will improve operational efficiency and effectiveness, contributing towards appropriate internal controls, transparency and accountability of program participants, Executive Committee, partners and key stakeholders.

 The existing Internal Procedures and operations manual to be reviewed includes the following:

  • Governance Procedures and Executive Committee Charter/Manual.
  • Financial Management Procedures.
  • Human Resource (HR) Management and Administration.
  • Procurement Management.
  • Audit Policy.
  • Communications management.
  • Risk management policy including fraud prevention and detection as well as register.
  1. CONSULTANT DELIVERABLES
    1. Inception report indicating a methodology approach and roadmap on how this work will be done.
    2. Draft Procedures and Operations manual with templates/forms/tools for each function i.e. HR, Finance, Logistics, Procurement and others separately attached to the manual as an appendix in easy to use and editable form. This should be presented to FAWE Management and Executive Committee for approval.
    3. Final updated FAWE Rwanda procedures and operations manual related to each function after incorporation of all comments and inputs.
  2. CONSULTANTS PROFILE

Consultants who apply for this consultancy should ideally possess the following skills, qualifications and experience:

  • At least 5 Years of Experience in Corporate Governance related assignments or performing similar assignments in NGOs or private sector institutions.
  • Master’s degree or post graduate Degree in business administration, Law and other relevant fields.
  • Understanding of local labor laws, financial controls, procurement rules and internationally accepted best practices and standards;

5. TIME SPAN.

This assignment is expected to be carried out for a period of 30 days.

6. APPLICATION PROCEDURES.

Expression of interest to conduct this consultancy are invited from suitably and experienced candidates. Interested consultants should submit the following:

  • A short (maximum two pages) expression of interest outlining relevant experience and suitability for the consultancy.
  • A technical proposal demonstrating understanding of the assignment.
  • A detailed work plan and the methodology the consultant would use for the assignment.
  • CV and at least three references of similar work done for NGOs/private institutions. Attach at least 2 contracts from such previous assignments.
  • Budget proposal with all related costs for this consultancy taxes inclusive (Rwanda Francs).
