Terms of reference to hire a consultant to perform theatre on GBV prevention and response in the community during 16 days of Activism 

Introduction

Rwanda Women’s Network (RWN) is a national humanitarian non-governmental organization (NGO) dedicated to promoting and strengthening strategies that empower women in Rwanda . Since its establishment in 1997, it has acquired extensive experience in fostering women’s participation and grassroots responses to community challenges.

RWN’s mission is to work towards the improvement of the socio-economic welfare of women in Rwanda through enhancing their efforts to meet their basic needs and this is done through five core programs; i.e. Health Care and Support, Education and Knowledge sharing; Socio-economic Empowerment; GBV Prevention and Response and Governance and Leadership. Overall, RWN supports and works with over 52 grassroots associations, cooperatives and spaces that cater to over 4000 people within each community across 13 districts in Rwanda. The vision of RWN is to promote a healthy, empowered and peaceful Rwandan society. 

Objective of the Consultancy:

Gender based violence (GBV) contravenes women and girls to a life free from violence and is an impediment to their participation, wellbeing and development. It also undermines development with increasing international evidence of the socio-economic costs of GBV at individual, family, community and national levels. Economic costs of GBV include reduced economic earning power of women and girls and increased costs of providing services for survivors of violence. Social costs include the impact on women’s and girls’ physical well-being, mental health, reproductive health and social status.

Theater can be a powerful tool for raising awareness about GBV, promoting prevention, and supporting survivors. It can provide a safe and creative space for people to explore complex issues, challenge harmful stereotypes, and develop positive coping mechanisms.

It is against this background that RWN in partnership with UN Women is conducting a One Day Outreach Campaign in Rwamagana District to raise awareness campaign on GBV prevention and response within the community.

 We expect to achieve the following output:

• Increased knowledge and understanding of GBV among community members
• Empower victims of GBV to seek help and support
• Promote positive attitudes and behaviours towards GBV prevention and response by challenging negative social norms, beliefs that that perpetuate GBV

Scope of Work

The consultant will be responsible for the following tasks:

• Recruit actors who will perform
• Develop and implement a theater performance on GBV prevention and response
• Conduct training for actors involved in the production on GBV
• Consultant shall provide Sound system for the event including (Microphones, Sound bar or speakers, Mixer, Other relevant equipment)
• Provide video coverage and photos for the event
• Hire a female MC to moderate the activity

Job Qualifications:

• The lead consultant must have at least a bachelor’s degree in Journalism and Communication
• The consultant’s technical personnel must at least have a certificate of completion in video production and acting
• Must have at least three years of experience with pre-recorded video production as well as in acting

Job Requirements:

All interested bidders must have the following requirements. Failing to fulfill any of the requirements shall result in immediate disqualification: 

• Separate Technical and Financial proposal. The financial proposal should indicate the consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment.
• Letter of Interest, stating why you consider your service suitable for the assignment and a brief methodology on the approach and implementation of the assignment;
• 2 Work references - contact details (e-mail addresses) of referees (firms for whom you’ve produced similar assignments);
• 3 Sample videos for the similar work previously done with preferably NGOs.
• Signed personal CVs of the lead consultant and technical personnel
• Proof of a legally-registered business company in Rwanda
• Proof of VAT registration
• Proof of paying local taxes / RRA Tax Clearance valid until October 2023 

All interested and qualified consultants are invited to submit their bid documents accompanied by all above specified documents to rwawnet@rwanda1.rw at 23:59 PM. Applications should be submitted not later than 16th November, 2023 with a subject “Consultancy for Conducting a GBV campaign through Theater during 16 Days of Activism in Rwamagana District”. 

Application Evaluation and Award

Applications are considered on an ongoing basis and RWN will evaluate the proposals that meet all the minimum requirements and award the contract based on the technical and financial feasibility. RWN reserves the right to accept or reject any proposal received without offering an explanation and is not bound to accept the lowest or highest bidder. Only the successful applicant will be contacted.
