Support to entrepreneurship, creating conditions for growth of vibrant and competitive enterprises across all sectors of the economy is a critical element in achieving the Government of Rwanda’s (GOR) ambitious growth and competitiveness objectives as laid out in the Vision 2050 document, which sets a target of achieving an upper-middle-income status by 2035 and a high-income status by 2050. The National Strategy for Transformation (NST1), the Government’s seven-year implementation program for 2017–2024, prioritizes inclusive economic growth, job creation, and private sector-led development in a variety of growth sectors, including diversified tourism, local manufacturing, productive agriculture and agro-processing, and knowledge based services and information and communications technology (ICT). Dynamic and competitive private enterprises of all sizes and strong ecosystems for entrepreneurship are critical for private sector-led development as a foundation of economic growth, job creation, poverty alleviation and increased prosperity.

The Entrepreneurship Development Policy (EDP) supports private sector entrepreneurs and provides the necessary environment for private sector dynamism, innovation, and risk taking required for a modern, sophisticated, and rapidly growing economy. The government has built a strong track record of reforms to support the development of viable enterprises. While these important GOR policies promote private sector development more broadly in each of their respective domains, the EDP actions reinforce, support implementation, and complement the existing policies and strategies toward achieving increased entrepreneurship, business growth, and job creation in Rwanda.

It is in this context that FAWE Rwanda chapter in partnership with UN Women intends to hire a local Company with extensive experience and innovation in provision of entrepreneurship development training together with financial education and saving to provide training on entrepreneurship development, financial education and saving to its beneficiaries to help them acquire necessary skills to start and maintain businesses that generate income and provide employment to the Rwandan youth.

  1. Objectives of the assignment

The overall aim of the consultancy is to train a team of 30 FAWE beneficiaries via relevant training sessions in relation with entrepreneurship and business creation.

  1. Specific objectives

Specific objectives of the task are as follows:

  1. Train beneficiaries to boost their knowledge and skills in entrepreneurship and business creation through training them on entrepreneurship readiness, business planning;
  2. Enhance beneficiaries’ knowledge and skills on how to develop viable and bankable project;
  3. Equip beneficiaries with practical skills of saving towards a set goal of becoming entrepreneurs;
  4. Train the beneficiaries on goal setting;
  5. Equip beneficiaries with the right skills on financial education that link them with local financial institutions.

  7. Develop and deliver the 10-day training program;
  8. Develop training material including presentation slides, handouts for participants, exercises and interactive training tools including group work;
  • Prepare a training delivery methodology;
  1. Conduct pre and post training evaluation to discover the level of knowledge of the participants;
  2. Prepare and submit a detailed report of the training;
  3. Provide training venue, full day catering (breakfast, tea-break, lunch, dinner) and accommodation on site. 
  1. Key deliverables:
  • Training materials.
  • Training and evaluation report. 
  1. Targeted Participants

The training will target 30 beneficiaries of FAWE Rwanda chapter. 

  1. Required qualifications, skills and experience
  • The organization must be accredited to provide trainings in business plan development.
  • The organization should have at least 5 years of experience in training start-ups.
  • The organization should demonstrate the assignment comprehension.
  • The organization should demonstrate a detailed and clear methodology it will use to provide quality training.

The interested bidders should submit the following

  • CVs of 5 trainers that will conduct the assignment. These trainers should have bachelor’s degree in Entrepreneurship, Business Administration, Commerce, Accounting, Management, Finance, Cooperatives and business management, or other fields relevant to the assignment.
  • At least 3 certificates of good completion in training and coaching start-ups.
  • At least 3 references from successful business owners who benefited from the training and the coaching.
  • Accredited trainers for conducting entrepreneurship and business plan development trainings.
  • Evidence of linking trainees to the financial institutions (SACCOs, Micro-finances, cooperatives and others).
  • Demonstrate a detailed and clear methodology that will be used to provide quality training.
  • Financial proposal all taxes inclusive in Rwandan Francs.

Management and Payment arrangements

  • 100% upon completion of training and all expected deliverables to the full satisfaction of FAWE Rwanda and submission of report (both word and pdf versions). 

Interested bidders must submit the above requirements to FAWE Rwanda head offices located at Remera in REB premises copies in room 07 and original in room number 2.
