 Terms of reference to recruit a design and printing company for CRA Project

1. Scope and objective of the work 

Under the CRA project, CCOAIB and the implementing consortium members are developing a training manual, hand-outs and simplified guidelines on climate change to be used in the project's activities and climate change messages that will be disseminated during district's campaigns and interactions with smallholder farmers. These materials as explained in the table below need to be well designed and printed to facilitate their dissemination.  It is in this view that CCOAIB would like to hire an experienced printing house to design and multiply copies of those three documents. Printed copies will be disseminated to small scale farmers, local leaders and other stakeholders to facilitate their understanding of climate change and resilience in a more accessible language which is Kinyarwanda.

Designing and printing of training manual (Activity Nr: 61122)

The manual produced will be of not more than 20 pages of A5 size. 100 copies of the training manual will be printed

Lot 2

Designing and printing of hand-out (Activity Nr:  61123)

The hand-out will be of A5 size on four sides. 8000 copies of the hand-outs will be printed to be used during training to smallholder farmers, community campaigns, discussions with citizens on climate resilient approaches and other gatherings

Lot 3

Design and print simplified guidelines on climate change (Activity Nr: 61142)

Simplified guidelines on climate change and resilience will be used by CSOs for policy engagement, training of smallholder farmers and dissemination of knowledge in communities.

The simplified guidelines will be printed in two formats one on A5 paper (449 copies) and A4 paper (100 copies).

3. Key deliverables 

The printing house shall design and print 100 training manuals (booklets), 8000 hand-outs, and 549 copies of simplified guidelines on climate change and resilience with the following technical specifications:

  • Training manuals :
  • One training manual contains 20 pages maximum
  • 100 copies printed in colour
  • A5 size

Hand-outs :

  • The hand-out is A5 size on four sides
  • 8000 copies printed in colour

Simplified basic guidelines on climate change and resilience :

  • Each guideline contains maximum 20 pages
  • 449 copies A5 size printed in colour
  • 100 copies A4 size printed in colour

4. Printing house profiles 

The printing house should:

  • Have experience in printing booklets of various formats.
  • Using EBM (Electronic Billing Machine) approved by Rwanda Revenue Authorities in invoicing.
  • Provide evidence of documents/ booklets they have successfully completed.
  • Show the proofs that they pay taxes (at least payment of last quarter).
  • Proof of registration by RDB and VAT
  • Provide a valid taxes clearance certificate issued by RRA

5. How to apply?

All interested and qualified tenderers (who fulfil the requirements set here-in) should submit their technical and financial proposals accompanied by a submission letter addressed to the Executive Secretary of CCOAIB, not later than 3rd   September 2021 at 10:00 am by email to ccoaibr@gmail.com, with the Subject: “Application to design and print capacity building materials-CRA project/Lot….One printing company may apply for more than 1 lot, but each lot requires a separate application.

 Official opening of received bids will be held the same date at CCOAIB office and applicants can or not be represented in the event with strict respect of covid-19 prevention measures.

6. Selection procedure
