TERMS OF REFERENCE FOR A CONSULTANT TO CONDUCT A QUALITATIVE AND QUANTITATIVE DATA ANALYSIS AND REPORTING TRAINING, USING ADVANCED EXCEL AND SPSS, DECEMBER 2021

Background
Vi Agroforestry is an International Non-Governmental Organization (INGO) with headquarters in Stockholm, Sweden, and registered in Rwanda, Kenya, Uganda, and Tanzania as an international NGO. Its target groups are smallholder farmer families living in poverty with a focus on women, youth, and children, who are members or potential members of democratic farmers’ organisations, in areas vulnerable to climate change. Vi Agroforestry’s priority is on agroforestry, sustainable agriculture, and empowerment of women and youth.

Introduction
Based on the capacity gaps observed through meetings, review of progressive and assessment reports of partners, it was observed that Vi Agroforestry Rwanda partner’s staff need technical capacity in collecting, analysing, and reporting qualitative and quantitave data. It is from this background that Vi Agroforestry Rwanda intents to build the capacity of partners’ staff in the above mentioned gaps.

Technical Specifications
Vi Agroforestry Rwanda seeks the services of an expert, or a team with capacity to train qualitative and quantitative data collection and analysis to build the capacity of her partners’ and own staff. The targeted staff is involved in M&E work, responsible for data collection, analysis, and reporting. The preferred software is SPSS and advanced Excel functionalities, hence the consultant should be conversant in SPSS latest package and advanced Excel functionalities.

The consultant should equip trainees with the capacity to sort, clean, analyse, generate and prepare reports by using primary data collected during monitoring and evaluation. The knowledge acquired will help trainees to easily apply a range of SPSS and excel functions and to understand on how to manipulate professional databases.

The consultant is expected to secure licensed group rights for SPSS software application for training participants.

Participants should be guided through Excel, and the SPSS work environment, creating projects, importing sources and coding, data visualisation and queries, and identifying relationships using a simulated, real survey or research data. Vi agroforestry envisages a participatory and real life based training.

Training objectives
The purpose of this assignment is to have improved reporting from Vi Agroforestry and her partner organisations’ staff. This will be achieved through their improved capacity on data analysis: Ideally the staff should be able to apply mixed methods, combining both theoretical and practical sessions on statistical tools and applications.

The consultant will be asked to:
• To introduce participants to the basics of statistics
• Using Ms Excel and SPSS to perform statistical analyses.
• To introduce participants to the use of advanced SPSS and Excel functionalities for analyzing project data for reporting purposes
• Database management, descriptive statistics and graphics, and inferential statistics for comparisons and correlations

Methodology
The training will be Face to Face to be conducted in Musanze town.

The training will use participatory methods, real life cases, focus group discussions, and familiarising the participants with key concepts of statistics, tools, packages, and application. Practical sessions will include individual and group exercises in data entry, transforming, application of statistical tools, analysis, interpretation, decision, and recommendation.

The language of training should be in English. The Consultant will develop the training manual and all other materials and other resources as needed. The program or Manual is agreed on before undertaking the training. The training will be a 5 days sessions for 27 participants.

Scope of training
The overall focus should be in acquainting the Vi Agroforestry and partners’ staff with the necessary theoretical and practical skills, knowledge, concepts, and principles of statistical data management and analysis.

The training is delivered to improve skills and knowledge gaps in Vi Agroforestry’s partners organisations in data management, analysis, and interpretation in their projects. The consultant is expected to propose his/her methodology for delivering the training, which should include but not limited to:
• Qualitative and quantitative data collection and analysis
• Application of statistical software particularly the SPSS package concepts and principles of statistical package
• Data management, circulation, and interpretation for planning and reporting
• Planning for data analysis( methodology)
• SPSS interface and features Data storage types measures & data management in SPSS
• Creating & editing quantitative & categorical graphs/charts
• Advanced data tabulation
• Point estimation & hypotheses testing
• Inferential analysis
• Review of Excel Skills (constructing formulae, using functions, absolute and relative cell referencing, naming ranges).
• Automating Worksheets (creating and editing templates, using data validation, applying workbook & cell protection).
• Further Functions (nested if functions, using and or operators, lookup and reference functions, text functions, math and trig functions, financial functions).
• Summarizing Worksheets (group and outline a worksheet, hiding and displaying outlines).
• Pivot Tables (creating and modifying pivot tables, refreshing the data, grouping data within a pivot table).
• Data Management (using worksheet auditing tools, tracing dependent and precedent cells and checking for errors & highlighting invalid data).
• Ensure individual and group practical exercises in it’s application
• Familiarise the trainees with sample data, analysis, and interpretation using both SPSS package and Excel

Payment
This will be based on negotiations between Vi Agroforestry and the Consultant/consultant. All invoices shall be paid in accordance to the procurement policies of Vi Agroforestry.

Expected Outcome
• Participants will demonstrate an understanding and skills associated with data extraction, data management, and Statistical analysis, including setting up a data entry page

• Adding, moving and recoding variables
• Perform a wide range of data management tasks in SPSS application
• Understand the workings of SPSS and perform statistical analyses
• To perform database management tasks descriptive statistics and graphics and inferential statistics for comparisons and correlations
• To perform data checking and create tables and charts
• Confident in the advanced usage of excel on a daily basis
• Able to do sophisticated calculations and queries using a database
• Able to design tables using different sheets according to the structure of the respective exercise / problem
• Knowledgeable in producing and formatting different sorts of graphs in a short period

Expected outputs
At the end of the training, a consultant will submit a training report with specific recommendations, including availability for time limited online support. The key deliverables of this consultancy assignment are;
• Training participants and have SPSS licenced software installed in their laptops valid for at least a year.
• The consultant will be required to issue certificates to the training participants.
• Training report and action plans

Qualifications
Profile of the consultant
We are looking for a consultant with experience on capacity building. The consultant should have:
• Advanced knowledge and 7 years of experience in quantitative and Qualitative data analyasis by use of Excel and SPSS with international organization
• Strong knowledge in data presentation and report writing.
• A minimum of Master’s Degree in Statistics, Computer Science, M&E or related fields with at least 3 years in domain
• Proven record of conducting training and capacity building workshop sessions for adult people
• Excellent communication skills (in writing and verbally)
• Advanced facilitation and training skills
• If the bidder opts to engage other people in the consultancy, he/she should demonstrate their ability to do the work.
• Knowledge of the English language
